According to reports by the Southern Daily, on March 5 this year, officers from the Foshan Public Security Bureau's Internet Monitoring Team discovered a video clip titled "Puning's Greatest" on Youku, a video-sharing website, while performing network surveillance duties. The content showed a man and a woman engaging in sexual behavior on a bed, which had been replayed a staggering 25,274 times. Eighty-three netizens liked the video, thirty-nine disliked it, twenty netizens commented on the video, and nineteen online users even saved the video in their personal spaces.
The duty officers immediately realized the severity of the situation and reported the matter to the Guangdong Provincial Public Security Department's Network Security Supervision Division while starting an investigation. Since our city has not yet established a cyber police force and Youku's server is located in the Chancheng District of Foshan's telecommunications room, the Chancheng District is considered one of the legal crime locations, giving the Foshan Public Security Bureau jurisdiction over the case. The Guangdong Provincial Public Security Department's Cyber Police Corps then assigned the Foshan Public Security Bureau's Internet Monitoring Team to handle the case.
