On September 18, 1931, the Kwantung Army of Japan stationed in Northeast China suddenly attacked Shenyang and initiated an armed invasion of Northeast China.
In the late 19th century to the first half of the 20th century, Japan gradually established a strategic policy that to conquer the world, it must first conquer China, and to conquer China, it must first conquer "Manchuria and Mongolia." In 1930, the global capitalist economic crisis hit Japan, and in order to divert the increasingly acute domestic class conflicts, Japan accelerated its military aggression against China, creating the "Wanbaoshan Incident" in July and the "Zhongcun Incident" in August of 1931 in Northeast China. On September 18, Japan then created the "Liutiaohu Incident," initiating a war of aggression against Northeast China.
Around 10 PM that evening, Lieutenant Kawamoto Suemori of the Japanese Kwantung Army's Kawashima Company under the Shimoto Brigade, along with several subordinates, blew up a section of the South Manchurian Railway near Liutiaohu, about 800 meters south of the Beidaying barracks in Shenyang. The Japanese army staged a false scene there, placing three corpses dressed in Chinese soldier uniforms, falsely accusing the Chinese army of destroying the railway. The Second Detachment of the Independent Garrison Force of the Japanese army immediately launched an attack on the Beidaying barracks where the Chinese Northeastern Army was stationed. At around 4 AM the next morning, the Fifth Detachment of the Independent Garrison Force of the Japanese army arrived at Beidaying from Tieling to join the battle. By 5:30 AM, the Seventh Brigade of the Northeastern Army retreated to Dongshanzuizi in Shenyang, allowing the Japanese army to occupy Beidaying. During the battle, more than 300 soldiers of the Northeastern Army were killed or wounded, while the Japanese army suffered 24 casualties. This is the infamous September 18th Incident that shocked both China and the world.
The Nationalist Government adopted a non-resistance policy towards Japan's aggression. Before the incident occurred, Chiang Kai-shek sent a telegram to Zhang Xueliang on August 16 saying: "No matter how the Japanese army provokes incidents in Northeast China afterward, we should not resist and avoid conflict." On September 12, when he met Zhang Xueliang in Shijiazhuang, Hebei, he said: "Recently, we have obtained reliable intelligence indicating that the Japanese army will soon take action in Northeast China. Our strength is insufficient; we cannot fight. I believe that only the League of Nations can uphold justice and resolve the issue peacefully. The main purpose of my meeting with you this time is to order all the troops in Northeast China strictly that if the Japanese army attacks, they are absolutely not allowed to resist." After the incident occurred, the Nationalist Government telegraphed the Northeastern Army: "This move by the Japanese army is just ordinary provocation.
