Completing the monitoring of the Internet is roughly the first phase of the "Golden Shield Project." In this aspect, the "Golden Shield Project" sets goals to block information (mainly blocking foreign websites and servers, including blocking URLs, network communication keywords, and emails, etc., using technologies such as IP address blocking, web content filtering, URL filtering, HTTPS certificate filtering, etc.), implementing comprehensive automatic monitoring of online activities (such as installing filtering software in enterprises and institutions, systematically filtering emails, chat room, and instant messaging contents passing through network servers, archiving citizens' emails, detecting, and reporting sensitive content), conducting real-time monitoring of all online activities of "key" targets (including internet cafe monitoring, personal online activity monitoring, etc.), collecting intelligence, and causing disruptions (such as domain hijacking and computer hijacking). Additionally, the "Golden Shield Project" will support administrative management of the network, including deciding on the shutdown of internet cafes, achieving connectivity between internet cafe monitoring software and the Public Security Bureau's monitoring system, and enforcing real-name registration for personal internet use.
