Why can't Google compete with Baidu?

Among the large group of webmasters in China, Baidu has always had a bad reputation. This search engine likes to dominate everything like God: banning websites, arranging search results according to the promotion fees, reducing the weight of disobedient websites. However, Baidu has more than 60% market share, while Google's share is only about 20%. Why has a search engine with the world's first-class search technology and high original recognition ability come to such an end?
