Abstinence or Safe Sex: Advocacy for Unmarried Individuals to Avoid Sexual Activity

I read a news in the newspaper that the American government has issued an "abstinence pledge" to unmarried youth, advocating that young people should not have sex before marriage. But now we often see on TV or in newspapers news about teenage girls getting pregnant and having babies, which is definitely not conducive to the physical and psychological development of children in the future. Should we also make a similar proposal?
