A war broke out between Georgia and Russia. The Georgian armed forces were established on April 30, 1992. According to the provisions of the "National Defense Law", the highest state authority (Parliament) determines the country's defense policy and passes laws in the field of national defense. President Saakashvili serves as the Commander-in-Chief of the armed forces, while the Ministry of Defense is responsible for commanding the armed forces. Georgia implements a defensive national defense policy, with the basic goal being to defend the country's independence, sovereignty, and territorial integrity. Currently, Georgia has basically achieved military professionalization. In 2006, the Georgian Ministry of Defense formed an Army Command with a staff of 60 people, under the Joint Command of the Georgian Armed Forces. In December, the Georgian Parliament passed the "Reserve Law" at its first reading. According to this bill, male citizens aged 27-40 must undergo 18 days of intensive training. Female citizens can participate voluntarily. Members of parliament, candidates for election, clergy, and diplomats are exempt from training.

The total number of troops in the Georgian army is 26,000, divided into three branches: the Army, Air Force, and Navy. Major equipment includes tanks, aircraft, small vessels, artillery, etc. In 2007, the defense budget was 3.92 billion lari (approximately $224 million), accounting for about 10% of the government's total budget.
