The first part of "Chibi" mainly tells the story of Zhou Yu and Zhuge Liang persuading the combined forces of Shu and Wu to resist Cao Cao's army. John Woo particularly emphasizes brotherhood, which he is most skilled at portraying. The movie starts with Zhao Yun's battle at Changbanpo, after which Cao Cao, having defeated Liu Bei, sets his sights on Eastern Wu. Sun Quan sends Lu Su to meet with Liu Bei under the guise of paying respects to Liu Biao, to discuss joint strategies against Cao Cao. Liu Bei then dispatches Zhuge Liang to Eastern Wu. Meanwhile, Sun Quan's sister, Lady Sun, and Lu Su use psychological tactics to force Sun Quan to resist Cao Cao, with Zhou Yu taking charge of the overall situation.
