From today, the new rules for the management of mobile intelligent devices by MIIT (Ministry of Industry and Information Technology) are officially enforced. These rules set clear requirements for the network access of smart terminals and pre-installed applications. In fact, this is a measure by relevant national authorities at the management level to curb the current proliferation of pre-installed application software.
According to the provisions of the notice, manufacturers are prohibited from pre-installing application software with the following characteristics in mobile intelligent terminals:
1. Software that collects or modifies user personal information without explicit consent from the user;
2. Software that uses terminal communication functions without user knowledge or consent, causing undesirable consequences such as data consumption, financial loss, or information leakage;
3. Software that affects the normal function of mobile intelligent terminals or the secure operation of telecommunications networks;
4. Software containing information content that is prohibited from being published or disseminated under the "Regulations of the People's Republic of China on Telecommunications";
5. Other software that infringes upon user personal information security, legitimate rights and interests, or endangers network and information security.
On April 11 this year, MIIT issued the "Notice on Strengthening the Management of Mobile Intelligent Terminal Access." According to MIIT's requirements, after the announcement of the notice, enterprises were given a six-month transition period, which will officially take effect starting November 1.
