Some progressive American critics have pointed out that in virtual environments like the internet, the underlying code driving the system—especially the well-known communication protocols between applications—in a sense resemble regulations in real society. In other words, this code establishes certain norms for behavior online, just as laws in real society do, encouraging some behaviors while restricting others. Therefore, open-source brings about a more democratic development approach, under which good ideas will be collectively shared rather than kept secret by individuals as intellectual capital. In this sense, open-source essentially becomes a political philosophy.
