Behind the "six-in-three" telecoms reshuffle, the path to China issuing its 3G licences has emerged. It could even be said that China has already unofficially issued three 3G licences, all that remains is a "red-headed document". The first 3G licence was in fact granted to China Mobile, this being the TD standard vigorously promoted by China. The supporting evidence is that China Mobile has already rolled out trial commercial networks in eight cities related to the Olympic Games, and will also provide formal services during the Olympics. The academic community is quite sceptical of the aforementioned restructuring model because the contradiction of "market imbalance" has not been well resolved.
