"The 'five-to-three' plan is completely harmful and has no benefit. This has been my judgment, but now that the proposal has already been made public, I hope I am wrong, and let practice be the test of truth." At 1:00 PM on the afternoon of the 23rd, Professor Kan Kaili of Beijing University of Posts and Telecommunications said in an interview.

Kan Kaili pointed out that first of all, this proposal completely lacks operability. "For China Unicom's C network and G network, aside from wireless equipment, as a whole they cannot be separated in terms of network, machine rooms, equipment, and personnel. It's like conjoined twins. Even though there are two heads, all internal organs and limbs are shared. How do you separate them? Even if you forcibly separate them, you would have to immediately reconstruct the corresponding "infrastructure" for both networks. Isn't this just another large-scale case of redundant construction? Moreover, during the rebuilding process which will take at least a few years, neither network will be able to operate normally. Therefore, this proposal is completely "armchair talk", lacking even basic industry knowledge and understanding of the situation, and thus completely lacks operability."
