In 2012, the Xiangtan Municipal Government signed a strategic cooperation framework agreement with China Huayang Economic and Trade Group Co., Ltd. to collaborate on traffic infrastructure projects, industrial development, land development, and investment attraction in Xiangtan.
The Party Secretary and Mayor of Xiangtan, Shi Yaobin, met with Vice President of the China International Chamber of Commerce and President of China Huayang Economic and Trade Group Co., Ltd., Cheng Qingtao. Deputy Mayor Yang Guang represented the municipal government to sign the "Strategic Cooperation Framework Agreement between the Xiangtan Municipal People's Government and China Huayang Economic and Trade Group Co., Ltd." with Vice President Lang Xiaolei of China Huayang Economic and Trade Group Co., Ltd.
To promote the construction of the "two-oriented society" (resource-conserving and environment-friendly) and enhance the external radiation and leading role of Changsha, Zhuzhou, and Xiangtan cities, the Hunan Provincial Department of Transportation added the Changsha-Zhuzhou-Xiangtan urban agglomeration loop project when revising the 2006 edition of the "Hunan Province Expressway Network Plan" in 2009. The loop is 191 kilometers long, designed with a road width of 26 meters and four lanes in both directions. Of this, about 76 kilometers are within Xiangtan, heading west from Zhuzhou, crossing National Highway 107, running through the middle of Xiangtan City, passing through the towns of Tanjia Mountain, Shebu, and Wushi in Xiangtan County, connecting with the Shanghai-Kunming Expressway at Quantang in the northwest of Xiangxiang City, and heading north through Daping Town in Shaoshan City to Ningxiang Datang Town. The estimated investment for the Xiangtan section is 5.1 billion yuan.
China Huayang Economic and Trade Group Co., Ltd., a direct affiliate of the China Council for the Promotion of International Trade, is one of China's large foreign economic and trade enterprises, mainly engaged in international trade, financial investment, capital operations, guarantees, trusts, energy and new energy, commercial real estate, and infrastructure construction. The strategic cooperation framework agreement proposes that China Huayang Economic and Trade Group Co., Ltd. will participate in infrastructure projects, group industrial development, and land development related to the construction of the Changsha-Zhuzhou-Xiangtan urban agglomeration; cooperate in the construction of the Changsha-Zhuzhou-Xiangtan outer ring expressway, leveraging its advantages in investment and financing to participate in project construction; expand the existing industrial scale in Xiangtan, increase production capacity, and establish an economic headquarters for the central-south region; utilize resource advantages to organize domestic and overseas business delegations to come to Xiangtan for investment and recruitment activities, further expanding the scope of investment and financing and industrial cooperation; during the "12th Five-Year Plan" period, the company plans to invest no less than 5 billion yuan in Xiangtan. The signing of this strategic cooperation framework agreement will effectively promote the construction of Xiangtan's transportation infrastructure and industrial development.
Shi Yaobin said that the signing of the strategic cooperation framework agreement between the municipal government and China Huayang Economic and Trade Group Co., Ltd. marks the entry into a substantive phase of their cooperation. Xiangtan City will adhere to the concept of "mutual benefit and win-win," creating a good environment for bilateral cooperation and fully promoting the smooth implementation of strategic cooperation projects.
Cheng Qingtao expressed that China Huayang Economic and Trade Group will conduct comprehensive strategic cooperation with Xiangtan City, relying on existing resources to actively participate in Xiangtan's construction, promoting Xiangtan's infrastructure construction, industrial development, and investment attraction, contributing to the construction of the Changsha-Zhuzhou-Xiangtan urban agglomeration as a "two-oriented society."
