Japanese Media: Can a real B2C portal site be built with government funds?

A B2C portal site jointly promoted by the Ministry of Science and Technology and the Ministry of Commerce -- Zhenge Jia Network, is scheduled to officially go online in June. The website was jointly created by the capital of three parties -- the International E-Commerce Center of the Ministry of Commerce, Guangzhou Zhenge Jia Network Modern Service Co., Ltd., and Guangzhou Zhenge Jia Plaza. The total investment of the entire project is about 1.6 billion yuan and will be completed in three phases. The Zhenge Jia Network project was officially approved by the Ministry of Science and Technology. The Zhenge Jia Network that is opening in June is the first part of the first phase, with about 20 channels, mainly focusing on department store retail industry. Afterwards, it will add six major sector contents such as housekeeping, medical treatment, pharmaceuticals, jewelry, and insurance.
