February 2, Chengdu, (reported by Lang Zhang) It was learned from the Human Resources and Social Security Bureau of Chengdu that a team leader in Xinjin County of Chengdu refused to pay a total of 250,000 RMB Yuan for more than 70 farmers, and has been recently arrested by the People's Procuratorate of that county. This is the first case of refusal to pay labor remuneration since the Implementation of the Amendment VIII to the Criminal Law this year.
It was found that Yanmei Li, the team leader of civil construction and general plumbing engineering of JINKE Corridor Water Village (Phase I Area A 1-4 # Building), misappropriated the salaries of migrant workers, withdrew 250,000 yuan from the wage cards of more than 70 migrant workers and used it to pay material cost and litigation fees. Only 70,000 plus yuan was paid to the migrant workers, causing arrears. After the Human Resources and Social Security Bureau and the Construction Bureau of that county had coordinated with the contractor and Yanmei Li many times, there were no results eventually. On January 11, 2012, the Human Resources and Social Security Bureau of Xingjin County issued a notice of ordered rectification to Yanmei Li, requiring her to pay 250,000 yuan to the migrant workers before January 15. However, Yanmei Li still did not pay within the prescribed time limit. According to the provisions of the Amendment VIII to the Criminal Law, the Human Resources and Social Security Bureau of Xingjin County transferred this case to the public security organs in time. The Public Security Bureau detained Yanmei Li criminally on January 16. On January 20, the People's Procuratorate of Xingjin County formally issued an arrest warrant.
The Human Resources and Social Security Bureau of Chengdu told reporters that the case would be brought to public prosecution in the near future. (完)
