In June 2009, Wang Mou, a 48-year-old man from Guizhou, called Lu Mou (at large), Ke Mou, Xie Mou, Chen Mou, and Xue Mou (dealt with separately) together to manufacture methamphetamine in Xi'an. After the first production failed, they left Xi'an. In October of that year, Wang Mou came up with a new plan for making drugs and gathered the others again to produce methamphetamine in Xi'an. On December 15th of that year, Wang Mou was captured by the police, who seized pink and white crystalline substances as well as raw materials and equipment for producing methamphetamine from his residence. Later, it was determined that Wang Mou had manufactured 13,492.6 grams of methamphetamine. Afterwards, except for Lu Mou who was still at large, the other individuals were arrested.
The Intermediate People's Court of Xi'an believed that Wang Mou and others processed and synthesized the drug methamphetamine in huge quantities, constituting the crime of manufacturing drugs. Wang Mou was sentenced to death, deprived of political rights for life, and all personal property was confiscated; combined with the unexecuted sentence of 11 months and 8 days from his previous crime, it was decided to execute the death penalty. Xie Mou, Chen Mou, and Xiao Mou were sentenced to life imprisonment, deprived of political rights for life, and all personal property was confiscated.
