This mechanism or means is to let those who have different interest demands among the masses participate in consultations, through interest expression to enhance trust between each other, between the masses and tolerance, ultimately implementing the interests under real conditions to the maximum extent, so as to realize the harmonious relationship between the party and the masses. Building a harmonious party-masses relationship does not mean that the ruling party and the masses are in the absence of conflict, but the contradictions move in an orderly motion, not exceeding common rules. At the same time, realizing the harmonious relationship between the party and the masses is one of the most important technical means, that is, to quantify the tendency of the masses during negotiation and expression, for example by survey and statistical analysis methods to detect the degree of support from the masses, how many people voted in favor, how many people voted against; how many people are satisfied, how many people have opinions; what problems the people are concerned about, how many people care about these problems; what kind of cadres the masses like, to what extent they like them, and so on. If the relationship between the party and the masses is not harmonious, using only the method to prove is no good, but rather by quantifying approach to examine, ignoring this point often makes it difficult to achieve the goal of a harmonious relationship between the Party and the masses.
On February 20, 2008, under the leadership of the party in the town, Wenling City, Zhejiang Province, once again successfully held the bold experiment of deliberative democracy. After the discussion, scholars and activities conducted an in-depth analysis of the problems, pointed out existing problems, and put forward suggestions for improvement. The democratic talkfest issues and tasks are to establish a participatory public budget decision-making mechanism, organize widely representative representatives, and hold expert consultation forums to assist the town government in making scientific decisions on the 2008 public budget. For example, representatives of the masses in this participatory budget negotiations clearly proposed views on environmental protection, national defense, education, health and other budget items, this is the second time the questionnaire and the first questionnaire compared to larger areas, their attitude change.
