Notice on Matters Related to the 2012 Secondary Constructor Professional Qualification Examination

Based on the original State Personnel Department and Construction Ministry's "Notice on Printing and Distributing the 'Implementation Measures for Constructor Professional Qualification Examination' and 'Assessment and Recognition Measures for Constructor Professional Qualification'" (Guorenbu Fa [2004] No. 16), the original Provincial Personnel Department, Construction Department, and Construction Management Bureau's "Notice on Printing and Distributing the 'Implementation Measures for Secondary Constructor Professional Qualification Examination'" (Su Ren Fa [2005] No. 19), as well as the Ministry of Housing and Urban-Rural Development’s Professional Qualification Registration Center's "Notice Regarding Matters Related to the 2012 Secondary Constructor Professional Qualification Examination (Unified Examination Paper)" (Jian Zhu Han [2012] No. 1), in order to ensure the smooth implementation of the 2012 Secondary Constructor Professional Qualification Examination work in our province, we hereby notify the relevant matters as follows:

I. Organizational Division

(1) The 2012 Secondary Constructor Professional Qualification Examination will be jointly responsible by the Provincial Department of Human Resources and Social Security and the Ministry of Housing and Urban-Rural Development. Specific examination organization work will be carried out by the Provincial Personnel Examination Center with participation from the Provincial Ministry of Housing and Urban-Rural Development Professional Qualification Registration Center.

(2) Examination registration work will be jointly responsible by the Municipal Personnel Examination Centers together with housing and urban-rural development departments. The municipal human resources and social security, housing and urban-rural development administrative departments are responsible for preliminary review of eligibility. The Provincial Department of Human Resources and Social Security and the Ministry of Housing and Urban-Rural Development are responsible for final qualification review.

II. Time Arrangement and Examination Zone Setting

The 2012 Secondary Constructor Professional Qualification Examination is scheduled for October 27-28. Each city should strictly follow the requirements of the "2012 Secondary Constructor Professional Qualification Examination Work Plan" (Attachment 1) to carefully carry out each link of the examination organization work to ensure the smooth progress of the examination.

Examinations will generally be set up in all provincial municipalities. Specific locations can be found on the admission ticket.

III. Examination Subjects and Management Model

There are a total of 3 subjects in the examination. Among them, "Construction Engineering Construction Management" and "Construction Engineering Laws and Related Knowledge" have objective questions answered using a 2B pencil on an answer card. The "Professional Engineering Management and Practice" subject has 6 specialties: architectural engineering, highway engineering, water conservancy and hydropower engineering, municipal public works engineering, mining engineering, and electromechanical engineering. The questions consist of subjective and objective questions. Objective questions are answered using a 2B pencil on an answer card, while subjective questions are answered using a black ink pen on the answer sheet.

Candidates may bring black ink pens, 2B pencils, erasers, calculators without text editing functions, etc., during the exam. Other items should be placed at designated locations in the examination room. Draft paper will be provided in the examination room for candidates to use, which will be collected after the exam.

The results of the Secondary Constructor Professional Qualification Examination are managed under a rolling system (every 2 years as one rolling cycle). Candidates participating in all 3 subjects must pass all examination subjects within continuous 2 examination years to obtain the professional qualification certificate.

IV. Eligibility Requirements

(1) Those who comply with national laws and regulations and meet any of the following conditions may register for the full range of Secondary Constructor examinations:

1. Possessing a diploma or higher education level in engineering or engineering economics and having engaged in construction project management work for at least 2 years;

2. Possessing a diploma or higher education level in other majors and having engaged in construction project management work for at least 5 years;

3. Having engaged in construction project management work for at least 15 years.

(2) The requirement regarding working years refers to the total time spent working in this profession before and after obtaining the required academic qualifications, calculated in full years, with the deadline being December 31, 2012.

V. Registration Organization

(1) This examination adopts an online registration and online payment method.

Online registration and payment start time: March 5, 2012, 9:00 AM

Online registration and payment end time: March 26, 2012, 4:00 PM

Online registration means filling out the registration form online, uploading photos, waiting for photo review, completing payment via online banking platform, and downloading and printing the registration form for backup.

Online registration process: Online information filling - Uploading electronic photo (requirements see Attachment 1) - Waiting for photo review - Check review result after 1 working day (input ID number and password into the original registration system to check review status) - Online payment - Print registration form after payment is successful and go to the registration point for on-site preliminary qualification review (on-site preliminary qualification review location see Attachment 2).

On-site preliminary qualification review means that candidates who have completed payment need to carry the required materials (originals and copies) to the corresponding location for preliminary qualification review.

On-site preliminary qualification review time:

City area: March 28 to April 1, 2012. On-site preliminary qualification review times for five county-level cities will be determined and announced based on local situations.

(2) New registrants for this examination and those registering for the [Secondary Constructor Corresponding Specialty] examination need to truthfully fill in all registration information on the registration website. After successful online payment, they should submit the relevant registration materials to the designated location for qualification review.

Materials required for qualification review include:

1. First-time registrants need to provide the following materials:

(1) Original and copy of the corresponding academic diploma;

(2) Original and copy of personal ID card (or officer's certificate);

(3) Valid business work proof;

(4) 2012 registration form downloaded and printed online (truthfully filled out and stamped with the company seal);

(5) One recent 2-inch same-base (same as uploaded electronic photo) bare-faced document photo (to be pasted on the designated position on the registration form).

During the registration process, undergraduate degrees should be determined according to the professional comparison table (see Attachment 2) to confirm engineering or engineering economics majors. Other degree holders should have their majors closely related to the listed undergraduate majors.

New registrants should carefully check their eligibility against the registration requirements. If the registration eligibility is found to be invalid during the review after successful online payment, the paid registration fees will not be refunded.

(3) For previous examinees (only referring to those with consistent levels and specialties as originally registered), once online payment is successful, the registration is complete without needing to submit additional registration materials at the scene.

Old candidates refer only to those who passed the qualification review in previous registrations, maintaining the same level and specialty this year. When registering online, verify the previous archive number. Only online registration - upload photo - online payment is needed. Changing the level and specialty arbitrarily, causing the qualified subjects to become invalid, is the candidate's own responsibility.

(4) Starting from October 17, candidates can log into the corresponding registration website to download and print the admission ticket.

VI. Fee Matters

According to the spirit of the Jiangsu Provincial Price Bureau and Jiangsu Provincial Finance Department's "Reply on Determining the Charging Items and Standards for Our Province's Secondary Constructor Professional Qualification Examination" (Sujiafeihan [2005] No. 232, Sucaszhong [2005] No. 94), the examination fee for the "Construction Engineering Construction Management" and "Construction Engineering Laws and Related Knowledge" subjects of the 2012 Secondary Constructor Professional Qualification Examination is charged at a standard of 60 yuan per person per subject, and the "Professional Engineering Management and Practice" subject is charged at a standard of 120 yuan per person. The registration fee is charged at a standard of 10 yuan per person.

During the preliminary qualification review period, candidates can use the photocopy of the registration form downloaded and printed online to collect invoices at the registration point. Invoice collection time: March 28 to April 1, 2012. No longer available after expiration.

VII. Textbook Ordering and Pre-examination Training

Given that pre-examination training has been socialized, candidates should choose training institutions with training qualifications, good credibility, and high teaching standards based on the voluntary principle. Examination textbooks can be purchased by candidates at local building bookstores or other formal bookstores.

VIII. Others

(1) Information Correction Methods

1. If the candidate's online registration information has not been reviewed or the review has not been passed, the candidate can modify the relevant information themselves.

2. If the candidate's online registration information has been reviewed but payment has not been made, please download the attached "Application Form for Modification of Online Registration Information", fill it out carefully and attach an ID card photocopy, then fax it to 051265109690 requesting the examiner to fail the review, allowing the candidate to modify the relevant information and resubmit for review. The candidate should confirm on the online registration system one hour after faxing.

3. During the on-site preliminary qualification review, information modification is not allowed.

4. Deadline for modifying registration information: 15:00 on March 13, 2012.

(2) Special Reminder

The [registration point] selected by the candidate must be consistent with the [review point], otherwise, the review point will reject the candidate's review application. For example, candidates selecting the registration point as [Changshu City] cannot go to the [City Area] review point for review. Candidates with incorrect registration points can handle it according to the information correction methods.
