DaAWN reporter - "I want to surrender." After being on the run for 10 months due to fleeing the scene of a traffic accident, suspect Mr. Fan surrendered himself to the police after persuasion by the Fuyang police force, thus ending his dark and bleak life as a fugitive.
On the morning of November 13, 2011, the suspect in the hit-and-run case, Mr. Fan, specially rented a vehicle and traveled over a thousand miles from Taizhou, Zhejiang, back to Fuyang to surrender to the police.
If he didn't surrender, he was going to be captured.
At around 6 o'clock on January 27, 2011, a major traffic accident occurred on the east side of the West Lake Scenic Area section of Provincial Route 102 in Fuyang City. An elderly cyclist was struck and killed, and the offending vehicle fled the scene. After causing the accident, suspect Mr. Fan fled from home.
During this period, although the Fuyang traffic police department organized multiple attempts to capture him, they were unsuccessful. Instructor Wang Kuan of the Fourth Brigade of the Fuyang Traffic Police introduced that while the police were carrying out ideological persuasion work, they also conducted detailed investigations simultaneously, basically locking down Mr. Fan's whereabouts. The police hoped to give the suspect an opportunity to surrender and seek leniency.
Instructor Wang Kuan said that if Mr. Fan had hesitated for two more days, the arrest team organized by the Fuyang police would have specifically gone to Zhejiang to carry out the arrest. It could also be said that Mr. Fan made the right choice at a critical moment.
Rented a car just to get home sooner.
At noon on November 13, I met Mr. Fan at the Accident Handling Brigade of the Fuyang Municipal Traffic Police Detachment. He told me that after hitting someone that day, he was very scared and fled the scene with his vehicle.
After fleeing over 20 kilometers, Mr. Fan abandoned the offending vehicle and boarded a bus to start his life as a fugitive.
Because he lacked a legal identity, he could only make a living by collecting scrap. After the accident, his daughter also dropped out of school. "I didn't dare to contact my family, always living in fear," Mr. Fan said. On the evening of November 12, after reading Chen Guangbiao's poem "Remembering Lei Feng" published in the People's Daily, he finally decided to return and surrender to the police.
To get home sooner, Mr. Fan specially rented a taxi and returned to Fuyang overnight. On November 13, the Fuyang traffic police processed bail procedures for Mr. Fan who had surrendered.
