In view of the above situation, a reporter went to Lu Shan County Public Security Bureau for interviews on multiple occasions over nearly two years. The police of Lu Shan County have never given a clear explanation as to why this case has been delayed unresolved for so long. One year ago, when the reporter was interviewing at the Public Security Bureau of Lu Shan County, the staff of the bureau told the reporter that the case was being dealt with. More than a year later (on February 28), when the reporter came again to the Public Security Bureau of Lu Shan County to learn about the progress of the case, Director Pei of the Political Department of the bureau told the reporter that the case was still under investigation and it was not appropriate to give an interview. Director Zhao of the Public Security Bureau of Lu Shan County, however, claimed that he had just taken office as director in Lu Shan County for more than two months, and was not yet familiar with the case. "Lu Shan County has accumulated a lot of cases, all of which need to be handled," Director Zhao said to the reporter.
When the reporter was checking the photocopies of relevant materials concerning Yang Chaoqi's case, he found that the police wrote Yang Chaoqi as Yang Chaoqi at one time during the investigation of the case, and then wrote Yang Chaoqi as Yang Chaoqi another time, which was confusing. The fact that Yang Chaoqi's suspected fraud case has been delayed unresolved has triggered a lot of speculation among the local people.
Just as the case was about to be solved, the Xinhua District Public Security Bureau of Pingdingshan City suddenly transferred the case to the Public Security Bureau of Lu Shan County on May 8, 2008. The reason was that the crime occurred in Lu Shan County, involving chain sales.
On November 29, 2006, the Xinhua District Public Security Bureau of Pingdingshan City filed the case as a general criminal case for investigation. After identification, the Xinhua District Public Security Bureau determined that the sample seal of "Pingdingshan No.4 Middle School" on the agreement provided by Yang Chaoqi and others was obviously different from the sample seal of the original Pingdingshan No.4 Middle School provided by Pingdingshan Institute of Technology and Science, and was forged. Yang Chaoqi was arrested by the police on suspicion of forging the seal of an institution of learning.
Relevant parties to the case, Lei Dalu, reflected that capital operation began in 2001, when Yang Chaoqi (also named Yang Chaohui) from Liangwa Town of Lu Shan County obtained the operating rights of Hou Mountain Coal Mine affiliated to Pingdingshan No.4 Middle School by forging the seal of Pingdingshan No.4 Middle School, and successfully put the Hou Mountain Coal Mine under his own name with the fake seal. Yang Chaoqi became the investor, legal representative, and mine manager of Hou Mountain Coal Mine.
Relevant parties told the reporter that six years had passed in the blink of an eye, despite repeated reports by the media and three changes in the director of the Public Security Bureau of Lu Shan County, the case remained like a stone sinking into the sea, without any movement.
China News Service, Pingdingshan, March 1 (reported by Wu Yang) - A seemingly simple, clear-cut, and evidence-based case of "forging the seal of an institution of learning" fraud has been "under investigation" by public security organs in two places in Pingdingshan City for more than five years, but still no result has emerged, triggering a lot of speculation among the local people.
Lei Dalu was once the person in charge of Hou Mountain Coal Mine. In November 2006, he reported Yang Chaoqi's suspected private carving of a fake seal to the Xinhua District Public Security Bureau of Pingdingshan City.
