On the evening of September 17, 2011, the suspect Tao (male, born April 1, 1995, a student at a certain college in Hefei) failed in his pursuit of the victim Zhou (female, a former middle school classmate of Tao), which led to feelings of revenge. He went to Zhou's home, poured lighter fluid he had prepared beforehand in a Sprite bottle onto Zhou's body, and set her on fire, causing burns to her face, neck, and other areas. After hearing the news, Zhou's family came and extinguished the fire. Subsequently, Zhou was sent to the Burn Unit of the First Affiliated Hospital of Anhui Medical University for treatment.
On the morning of September 18, 2011, relatives of the victim Zhou reported the incident to the Yaohai Branch of the Hefei Public Security Bureau. The Yaohai Public Security Bureau quickly launched an investigation and arrested the suspect Tao. That evening, they legally placed him under criminal detention. On September 22, the Criminal Science and Technology Institute of the Hefei Public Security Bureau issued a "Preliminary Review Opinion on the Degree of Bodily Injury" based on the photos and medical records provided by the investigating unit. On September 26, the prosecution approved the execution of the arrest of Tao based on this document.
Injury assessment not currently appropriate
The injury assessment of the victim is an important piece of evidence in this case and also a crucial basis for determining the guilt and sentencing of the suspect as well as civil compensation. In response, the public security authorities have always attached great importance to it. During the hospitalization of the victim Zhou, she was treated in the intensive care unit due to severe injuries, making it difficult to conduct an injury inspection inside the ward. However, forensic doctors and police officers from the public security bureau visited the hospital eight times to inquire about the condition and treatment progress from the attending doctor or the victim's relatives. After the victim was discharged, her injured areas were wrapped with bandages, preventing further damage inspections. Police officers held three interviews with the victim's relatives to understand the recovery of her injuries.
On February 20, 2012, two forensic doctors and police officers from the bureau specially visited the victim Zhou's home to inspect her injuries and invited Zhou and her relatives to come to the forensic office of the criminal investigation team for further inspection and evaluation on another day. On the afternoon of February 24, accompanied by her family and the investigating police officers, Zhou arrived at the forensic office where the forensic doctors conducted a detailed inspection and photographed her injured areas. According to the treatment records of the First Affiliated Hospital of Anhui Medical University, her neck injuries may require a second surgery. Based on forensic practices, an injury assessment can only be conducted after the treatment concludes (involving functional disorders requiring three to six months of rehabilitation). Therefore, it is currently inappropriate to conduct an injury assessment on the degree of neck damage of the victim.
The next step for the public security authorities will be to strictly follow relevant regulations and promptly make a comprehensive injury assessment based on the treatment and recovery of the victim Zhou. For damages that do not yet meet the conditions for assessment, supplementary evaluations will be conducted during the litigation phase of the case.
