Ma Zhengxiang from Jishan County was calling Min Feng, an migrant worker from Jishan County in Zhejiang's Jiaxing. Min Feng is a farmer from Guanjiachuan Township in Jishan County. A few years ago, under the encouragement and help of Ma Zhengxiang, he went out to work.
However, a woman's voice came from the other end of the phone, speaking fluent Mandarin. Ma Zhengxiang thought he had dialed the wrong number. But soon, he learned that this woman was Min Feng's wife, and he never expected that this locally-born young man from Jishan Mountain had already settled down in Zhejiang so quickly.
Indeed, Ma Zhengxiang has many such migrant "villagers". During holidays, they would send him text messages from all over the country. Some of these text messages informed Ma Zhengxiang about their life and work situation. On Ma Zhengxiang's mobile phone, there was still a text message sent by Min Feng: "I am at Xingjia Auto Parts Co., Ltd., Xiuzhou District, Jiaxing City, Zhejiang Province. Monthly salary 3200 yuan, occupation: CNC. Wishing friends in Kunshan good health." The date of the text message was March 6, 2011, 20:50:56.
In fact, when Ma Zhengxiang received Min Feng's text message, he was "working" in Kunshan, Jiangsu. On January 21, 2011, including Ma Zhengxiang, several government staff members from Jishan County led 96 fellow villagers from their hometown to embark on the "work trip" to Kunshan, Jiangsu.
With the assistance and coordination of the team leader, the 96 villagers quickly started their "factory worker" lives at Kunshan Lingda Electromechanical Co., Ltd. In order to implement the policy requirements of the county for good follow-up services and help the villagers solve a series of labor-capital relations and adapt to local life as soon as possible, Ma Zhengxiang applied for a welder position and ate and lived with the villagers in the factory.
On December 9, Qin Hongxue, deputy director of the county's Labor Office, as expected, received the November wage sheet of Jishan County workers from Shanghai Changshuo Technology Co., Ltd. Following the order in which the fax machine "spit" them out, Qin Hongxue saw: Chen Yongkang, operator, payable salary: 4305.95 yuan, tax deduction: 220.89 yuan, actual payment amount: 4085.06 yuan...
Qin Hongxue said that in addition to opening a 24-hour duty labor service hotline 0930-7723757, the Labor Office also required relevant enterprises to send the wage sheets of Jishan County workers for the first three months on time, to ensure the rights of workers from Jishan County were not infringed upon. Meanwhile, it could keep track of personnel changes and dynamics at any time.
Chang Haixun is a cadre of the Labor Transfer Division of the Labor Office. This year, he bought more than 120,000 yuan worth of train tickets and bus tickets for over 2000 workers, including more than 2700 train tickets. Although it was tiring, every time he led dozens or even hundreds of villagers wearing red hats marked with "Jishan Labor" onto the train, his heart was always filled with a sense of accomplishment.
In Jishan County, there are many cadres dedicated to labor transfer work, and there are also many methods for labor transfer. Shao Jinkē, director of the Labor Office, said: "Only 254 government staff participated in the hundred-thousand project. In 2011, Jishan County organized nearly 7000 people to be transferred to work in the southeastern coastal areas, generating an income of 512 million yuan."
Undoubtedly, in the labor transfer work of Jishan County, the presence of the government can be seen everywhere, thus reaping rich rewards. In the county's economic structure, the labor industry occupies a large proportion, increasing the income of the common people while promoting the development of the economy and society.
