In July 2011, Pan Chunlei used his mobile phone to call foreign affairs offices in Guangdong Province, Jiangsu Province and other places, falsely claiming that he was the Deputy Minister of the Ministry of Foreign Affairs, and promoted this book to the staff of these foreign affairs offices. During this time, on July 7, 2011, Pan Chunlei pretended to be the Deputy Minister of the Ministry of Foreign Affairs and called the Tianjin Foreign Affairs Office, selling 30 copies of "The Modern Leading Cadres Training Encyclopedia" at a price of 1880 yuan each, and asked them to transfer the money to a designated account. After the Director of the Tianjin Foreign Affairs Office agreed to purchase, on July 8, 2011, Pan Chunlei sent an EMS express package from the Guanzhuang Post Office in Chaoyang District, containing a forged book invoice and a note with the bank account for receiving the remittance. The Tianjin Foreign Affairs Office did not remit the money to Pan Chunlei. Pan Chunlei was later caught. The court held that Pan Chunlei impersonated a state official for fraud, which constituted the crime of impersonation and fraud, and should be punished. Considering that Pan Chunlei could truthfully confess his crimes, he was given a lighter punishment. The court legally sentenced Pan Chunlei for the crime of impersonation and fraud, sentencing him to one year in prison.
