The Xuhui District Court sentenced Li and Xu to three years in prison, with a three-year reprieve on execution, and fined them 30,000 yuan and 20,000 yuan respectively.

Li lived near Damuqiao Road and fell within the scope of the relocation安置 for Subway Line 12. Thus, he devised a scheme to "get rich" by exploiting the relocation compensation. After consulting with his friend Xu, they decided to focus on Li's single brother. They agreed to arrange a fake marriage for the brother, with the "bride" needing to be a local woman who had come to Shanghai and had underage children. This way, the relocation subsidies that Li's family would receive would increase accordingly.

Tang secretly obtained relevant materials about his sister-in-law Xia and her children without her knowledge, then proceeded to forge a marriage certificate between Li's brother and Xia. Li submitted these false documents to the relocation office. In July 2009, Li received the relocation payment, of which 825,000 yuan was obtained through the fraudulent marriage arrangement between Li's brother and Xia. Li rewarded Xu with 30,000 yuan.

In January last year, the Xuhui District Relocation Management Office discovered that the relocated resident Li's documents were suspected of forgery and immediately reported it to the police.
