At around 14:00 on the 23rd, on the road from Siping to Yeho within the Shanmen Town area, about 500 meters east of Siping Vocational University, a Mongolian-registered Shidai Jingang truck traveling west-to-east collided with an oncoming obliquely approaching Siping-registered Jetta sedan. The collision resulted in severe damage to the Jetta and the deaths of three men inside. The driver of the truck sustained minor injuries. After investigation by the police, it was learned that the sedan driver was the director of Jinsan Credit Union under the Lishu County Rural Credit Cooperative League.
At approximately 14:20 yesterday, I arrived at the accident scene located over 20 kilometers away from the city center. I saw a gray, relatively new Jetta sedan with the license plate number JCE95 parked on the south side of the road. The roof of the driver's cabin had disappeared, and fragments were scattered nearby. The hood and all four doors were severely deformed. South of the sedan, a blue Shidai Jingang truck with the license plate number MG476 was parked at the edge of a field. The truck showed no damage. Officers from the Traffic Police Accident Handling Brigade of Siping City were investigating the scene. Dozens of passing vehicles were parked on both sides of the road near the accident site, and hundreds of people gathered to watch. Two officers from the No. 110 Second Brigade maintained order at the scene. Ambulances, fire trucks, and accident handling police cars were parked nearby. The truck driver, Mr. Du, had already been taken to the accident handling brigade for questioning.
Inside the Jetta, three men had died. The driver was stuck in his seat by the steering wheel and other equipment. A body in the passenger seat lay atop another body in the back seat. Personnel from the Fire Department’s Special Operations Team were urgently dismantling the car.
About twenty minutes later, the three deceased individuals were gradually carried out from the dismantled car. The scene was tragic: the white shirts and black pants of the three victims were torn or punctured, leaving rips and holes. Their heads, faces, arms, and legs were covered in blood. Some had lost one shoe, others both. The victims were approximately 30 years old. Onlookers expressed regret for the untimely deaths of the three men.
The accident investigators noticed on the road surface at the accident site that before the collision, the truck had been driving normally west-to-east in its lane, with two obvious tire marks from emergency braking, approximately 5 meters long. At the location of the collision, there were also two oblique tire marks.
In the car, the accident handlers found a driver's license belonging to a man named "Liang Jun" from Lishu County. Near the car, I picked up some documents written by Liang Jun, head of the Jinsan Credit Union of the Lishu County Rural Credit Cooperative League. After Deputy Captain Zheng Jinghua of the Traffic Police Accident Handling Brigade contacted the Jinsan police station in Lishu County, it was confirmed that the driver was indeed the director of the Jinsan Credit Union. The identities of the other two victims in the car were still unknown. When I left the scene, the families of the deceased had not yet arrived.
A relative of the truck driver said that in the afternoon, Mr. Du was driving the truck from Siping to the mountains in the Yeho direction to collect building materials when the accident happened. At the entrance of the accident brigade, I saw someone helping the truck driver Mr. Du walk out. Blood was visible on Mr. Du's mouth and nose, and he had sustained minor leg injuries. With the officer's approval, the family planned to take Mr. Du to the hospital for treatment.
According to Captain Ge Yeping of the Siping Traffic Police Accident Handling Brigade, after investigating the truck driver Mr. Du, Du stated that the sedan suddenly drove across obliquely, and without knowing why, the two vehicles collided. From the vehicle registration details, this Jetta sedan was a new car registered in April 2009. Captain Ge analyzed that the sedan driver must have been in an unusual situation at the time. Whether he was driving under the influence of alcohol would require further testing. Due to the severity of the accident, the case has been handed over to the Siping Municipal Public Security Bureau Traffic Police Corps and the Provincial Traffic Police Corps for handling. The cause of the accident is still under further investigation.
That evening, I learned from a staff member of the Lishu County Rural Credit Cooperative League and an officer of the Siping Traffic Police Accident Handling Brigade that the three deceased individuals in the Jetta were respectively the directors of the Jinshan Credit Union and Xiaochengzi Credit Union under the Lishu County League, as well as the accountant of the county league.
