China Radio International, Ningbo, September 11th news (reported by Liu Fading and Du Jinming) - A private enterprise boss in Ningbo used copies of 27 residents' ID cards to apply for over a hundred credit cards at nine banks for malicious cash extraction. Currently, the suspect, Chen Mou, has been transferred to the procuratorate for review and prosecution on charges of credit card fraud and obstruction of credit card management. The police once again remind the public to protect their identity information.

Chen Mou contracted an electrical factory in Yuyao, Ningbo, since 2003. Due to poor management, the company was consistently in a state of loss.

In June 2007, to alleviate financial pressure, Chen Mou partnered with others to open a factory. However, even after partnering, there was still insufficient capital to run the business. Chen Mou then thought of using bank credit cards to extract cash for capital turnover.

From that point onward, Chen Mou began continuously applying for credit cards at banks. He falsely issued income certificates for employees in the factory, stamped them with the company seal, and applied for high-limit credit cards at banks. He also took advantage of his position, deceiving the workers by saying he needed their ID card copies for salary cards or work injury insurance cards. Additionally, he deceived relatives and friends to obtain their ID card copies. By the time of the case's discovery, Chen Mou had impersonated 27 people to apply for more than a hundred credit cards across nine banks, overdrawing hundreds of thousands of yuan. Chen Mou primarily used two methods to extract cash: one was to use the credit cards to purchase high-end cigarettes from supermarkets and then sell them at a discount; the other was direct overdraft through bank ATMs.

Chen Mou confessed that he was able to succeed because he exploited loopholes in the bank system. He told reporters that at the time, one only needed to fill out relevant forms at the bank, submit an ID card copy, and sign with different handwriting. Some banks didn't even require verification before directly issuing the credit card.

The case handler, Captain Zhang Weiqi of the Economic Investigation Brigade of the Yuyao Public Security Bureau in Ningbo, stated that although banks are now stricter with credit card application procedures, the public should still protect their personal identity information. First, one must pay attention to the confidentiality of personal identity information, and second, if the identity information is misused, one should be fully aware and take action.
