How to deal with "one-ring" calls?

I believe most people have encountered a "one-ring" call. So what is a "one-ring" call? It's when someone calls and hangs up immediately, tempting you to call back. You hesitate to call back in case you miss an important call; but when you do call back, you might hear a pre-set voice message (such as lottery information, selling guns, winning prize info, etc.), or it might be transferred to another number. Your callback will incur charges, at least the cost of a regular call. When the operator cannot solve this problem for us satisfactorily, what methods do we have to deal with "one-ring" calls?
