Since the beginning of this year, our bureau has, in accordance with the overall requirements of the Tongzhou Clean Government Office and X City Malpractice Correction Office's "Implementation Opinions on Carrying Out Governmental Style Construction and Democratic Evaluation of Political and Professional Ethics," adhered to the guidance of the "Three Represents" important thought, established and implemented a scientific development view, and focused on correcting and solving prominent issues that harm public interests and affect the development environment. Using the satisfaction of the masses as the standard, we followed the principle of "whoever is in charge, whoever is responsible" and that managing an industry must include managing professional ethics, promoting the construction of political and professional ethics. This provides strong political support for Tongzhou’s construction industry to achieve leapfrogging, scientific, and harmonious development. It is estimated that this year the city's construction industry will complete a construction output value of 24 billion yuan, an increase of 15% over the same period last year, achieve a construction area of 32 million square meters, an increase of 15%, start new construction areas of 16.8 million square meters, an increase of 18%, and complete construction areas of 13 million square meters, an increase of 15%. The number of employees remains at 130,000 people.
Our main practices are as follows:
1. Jointly Grasp and Manage, Solidly Promote the Orderly Development of Political and Professional Ethics Construction
After the city-wide malpractice correction and government transparency meeting, our bureau promptly convened a meeting of all party committee members and agency staff, carefully conveying and studying the speech of the vice mayor at the city-wide malpractice correction and government transparency meeting, as well as the speeches of Mayor X and Secretary X. On this basis, we seriously reviewed the shortcomings in the system's political and professional ethics and governmental style construction from last year, studied and formulated corrective measures for existing problems. We specially formulated the "Implementation Opinions of the Construction Bureau on Carrying Out Governmental Style Construction and Democratic Evaluation of Professional Ethics Work," adhering to and improving the working mechanism where the party committee leads uniformly, administrative departments jointly manage, relevant public institutions and agency departments each perform their duties, the public widely participates, blocks and sectors closely cooperate, and "correction, evaluation, and construction" mutually promote. A leadership group was established with Director X serving as the group leader, Party Secretary X serving as the deputy group leader, Deputy Director X and Deputy Secretary serving as members. An office was set up under the leadership group, with Party Secretary X (concurrent) serving as the director of the office, Deputy Directors X and X (concurrent), and members including X (concurrent). An organization structure was formed, and a complaint hotline was established. The guiding ideology, objectives, evaluation objects, content, and methods and steps of the evaluation work were determined. At the same time, according to the document requirements, we conscientiously organized and implemented it. Combining with the actual situation of the bureau system, we drafted the Implementation Opinions of the Construction Bureau on Carrying Out Democratic Evaluation of Political and Professional Ethics and Governmental Style Construction Evaluation Work, issued it to the evaluated units for implementation, clarified that the various offices of the agency, the City Construction Management Office, the City Wall Reform Office, the Talent Service Center Construction Sub-center, etc., are the evaluated objects, effectively promoting the development of political and professional ethics and governmental style construction.
2. Strengthen Education, Further Enhance Industry Image
We conscientiously implemented the spirit of the Ninth Plenary Session of the Municipal Committee and the city-wide construction industry work conference, tightly focusing on strengthening the construction industry as the main line, reinforcing industry management and services, highlighting the core and focus, starting from education to continuously enhance the industry image. Firstly, combining with the city-wide "Obeying the Party Constitution, Governing for the People" thematic education campaign, we drafted the Implementation Opinions on Conducting the "Obeying the Party Constitution, Governing for the People" Thematic Education Campaign among Party Members and Cadres in the Bureau System, strengthening anti-corruption education, educating a wide range of Party members to strengthen their party spirit training, enhance their awareness of the Party Constitution, ensuring that their ideals and beliefs do not waver, blur, or falter, educating and guiding Party member leaders to firmly establish correct worldviews, life views, values, power views, interest views, and position views, further innovating the methods of anti-corruption education by combining centralized education with self-education. Bureau-level leaders participated in the city-wide organized viewing of the warning education special documentary on Cai Shulin's descent into corruption, organizing agency Party members and cadres to watch the warning education film "Behind the Beautiful Project," enhancing innovation, relevance, and effectiveness. Secondly, combining with the actual situation of the bureau system, in April, we conducted "Socialist Honor and Shame View" education among Party members and cadres in the bureau system, inviting President X of the Municipal Party School to give a special lecture on socialist honor and shame view education. Through education, everyone deepened their understanding of the important exposition of "eight honors and eight disgraces," forming a good atmosphere in the entire system where integrity is honored and greed is shamed. Thirdly, according to the requirements of the X City Construction Bureau, in May, we conducted the "Calculating Accounts, Clarifying Principles, Maintaining Integrity" thematic education campaign in the bureau system, educating Party members and cadres to calculate three accounts: political account, economic account, and family account. Through the development of this campaign, Party members and cadres could seriously review themselves, clearly recognize their responsibilities. Regardless of what position one is in, they hold more or less power, and facing the power in their hands, they must always maintain a clear mind, adhere to the bottom line of clean governance, deeply reflect, compare the "three accounts", carefully consider and calculate, weigh the pros and cons, enhancing prevention awareness and integrity awareness. Fourthly, we deeply carried out special educational work on governing commercial bribery. According to the requirements of the city's anti-bribery office, we organized special work on governing commercial bribery in the construction system: First, conscientiously implementing the spirit of the city's special meeting on governing commercial bribery, establishing and improving the leading group for special work on commercial bribery, clarifying the responsibilities of the leading group leader, office personnel, and setting up a complaint hotline. Second, conscientiously studying and formulating implementation plans, drafting the Implementation Opinions of the Construction Bureau on Special Work for Governing Commercial Bribery and the Implementation Opinions of the Construction Bureau on Organizing and Carrying Out Self-Inspection and Correction Work for Unjust Trading, timely reporting to the city's anti-bribery office and the anti-bribery office of the X City Construction Bureau. Third, organizing and convening a special meeting on governing commercial bribery in the construction system, attended by about 20 responsible persons of super-grade and first-grade construction enterprises and direct subordinate units in the city, carefully conveying and studying the relevant documents of higher authorities regarding the special work on governing commercial bribery, and making arrangements for how to carry out the special work on governing commercial bribery in the construction system in the next step. Through recent mutual inspections and self-inspections by various units, we identified factors inducing commercial bribery behavior within the scope of work, peak periods prone to incidents, and methods of occurrence, eliminating links, positions, personnel, and actions that easily lead to commercial bribery. Insisting on facts as the basis, any disciplinary violations or illegal activities found will be dealt with without leniency. X Fourth Construction Company investigated project managers Ji and Wang for using their positions to sign construction contracts under the name of the management company, secretly undertaking projects for benefits, and decided to revoke Ji's shareholder status, confiscate his quantified shares worth 60,000 yuan, and impose fines of 100,000 yuan each. Through self-inspection and correction, everyone expressed that governing commercial bribery is a complex and arduous task, and the construction field is one of the key areas for governing commercial bribery. For enterprises to survive and develop, they can only rely on credibility and quality to occupy the construction market.
Five, Deepening Anti-Corruption Education in Construction Enterprises
According to the requirements of the municipal discipline inspection commission, we combined with the characteristics of construction enterprises, formulated the Implementation Opinions on Carrying Out Anti-Corruption Culture Entering Enterprises Educational Activities, clarified the goals and requirements of anti-corruption culture entering enterprises, and the main forms of content. Enterprises such as X Fourth Construction Company and Tongzhou Construction General Group actively responded, taking the lead in incorporating anti-corruption culture entering enterprises education into the overall strategy of enterprise development, listing it as an important agenda item, formulating implementation plans, inviting leaders from the municipal discipline inspection commission and procuratorate to give special lectures, continuously deepening advanced anti-corruption cultural concepts, gradually forming a good atmosphere in enterprises where integrity is honored and greed is shameful. Through education, everyone unified thoughts, improved awareness, fully realizing the importance of carrying out political and professional ethics construction to better serve and ensure the leapfrogging, scientific, and harmonious development of Tongzhou's construction industry.
Third, Emphasizing Practical Results, Strengthening Political and Professional Ethics Construction
Firstly, continuing to carry out democratic evaluation of professional ethics activities. Based on the city's professional ethics work opinions and requirements, combined with the realities of the construction system, we drafted the 20XX Construction Bureau Democratic Evaluation of Professional Ethics Work Opinions, established a leading group headed by the main leaders of the bureau, with the heads of relevant enterprises and units as key members, continued to hire 26 professional ethics supervisors including Wang Kaiyu, visited service recipients, held symposiums, distributed questionnaires, extensively soliciting opinions from construction enterprises and all aspects of society. According to the requirements of the X City Construction Bureau, actively participated in the in-depth creation of "Public Satisfaction Grassroots Stations and Offices" activities in the X City Construction System, drafted the 20XX "Creation of Satisfactory Grassroots Stations and Offices" Activity Work Implementation Opinions, and mobilized, arranged, and inspected the creation work of 23 town construction stations in the city for the year 20XX. Secondly, further strengthening the construction of government style. We revolved around the spirit of the Ninth Plenary Session of the Municipal Committee, focusing on further optimizing the service environment and promoting the economic development of the construction industry, drafting the implementation opinions of the construction of government style work, focusing on investigating the efficiency of government services and the problem of "vacancy and overreach" in serving enterprises, studying and formulating reward and punishment measures and work systems. To motivate the enthusiasm of the bureau's staff, units and departments ranked in the top two in the evaluation of political and professional ethics and government style will be given priority in the selection of outstanding individuals and promotion under equal conditions. Thirdly, striving to manage corruption at its source. To further promote government transparency, accelerate institutionalization and standardization, according to the requirements of the municipal discipline inspection commission, combined with the realities of the bureau system, we drafted the directory of government information disclosure mainly including institutional functions, leadership division, policies and laws, planning and programs, work situations, business summaries, etc. Strict law enforcement behavior, standardizing the construction market. The City Construction Management Office implements tracking management in the process of engineering quality, safety production, civilized construction, etc., in the domestic construction market. This year, there have been 11 inspections, checking 196 projects, finding more than 2,400 accident hazards, issuing 986 written rectification notices, and 46 stop-work notices, significantly improving the quality and effect of law enforcement. Cooperated with relevant departments to complete the legal inspection project of the ongoing table tennis hall of Tongzhou High School. Strictly implementing the examination and approval system for various qualifications, titles, and project managers. For the above content's examination and approval, administrative disclosure, on-site investigation, expert evaluation, group review, increasing transparency, achieving openness, fairness, and justice, curbing undesirable phenomena. Meanwhile, supervising the organization of personnel, finance system and fund use, key projects, office supplies procurement, service economic soft environment construction, service commitment system, time-limited completion system, first-ask responsibility system, and clean self-discipline situation, effectively solving the situation where systems are built but not implemented, ensuring that supervisors have rules to follow and those being supervised have regulations to abide by.
Fourthly, continuously improving the level of grassroots services. Fully playing the functional role of the industry and department, actively serving enterprises. The construction window implements one-stop service and external service, conducting insurance supervision before the construction enterprises obtain the construction permit, reviewing through 2-3 working days, issuing safety permits to those who meet the conditions. In October, it was rated as an excellent service star, and in November, it was rated as a red flag window, receiving praise from enterprises. In March, we organized a seminar on connecting with Shanghai and expanding the Shanghai construction market, studying the basic current situation and future development trend of the Shanghai construction market, and researching the content of services required by enterprises to develop the Shanghai construction market, proposing preliminary suggestions and measures to solve problems. In mid-March, we organized some construction enterprises to visit the Kunshan Construction Bureau for learning and exchange, inspecting the Kunshan construction market, learning from Kunshan's construction market management experience, laying the foundation for developing cooperation and exchange between the two places. In June, we organized the Tongzhou Construction Industry Wuxi Promotion Meeting. At the Wuxi promotion meeting, Vice Mayor Wu Jianxuan of the Wuxi Municipal Government, leaders of the construction industry's competent departments such as the Wuxi Municipal Construction Bureau, and leaders of relevant owner units attended, reporters from Wuxi TV station urban news and economic channel, Wuxi radio station traffic channel and Jiangnan voice, and Jiangnan Evening News attended to report. Organizing and carrying out the "three modernizations" construction, studying and determining the work innovation project themed "Strengthening the Awareness of Talent Development and Increasing the Development of Talents in Private Construction Enterprises." Organizing and carrying out the million-yuan assistance and support activities, linking with Dongshe Town, donating 56 quilts, more than 100 pieces of clothing, and 11,900 yuan of consolation money to the town's extremely poor households. Meanwhile, we provided services for the city's construction enterprises in terms of qualification upgrading, project manager conversion evaluation, constructor evaluation, title evaluation, etc. This year, we organized 1,312 constructors for conversion evaluation and exams, 60 people for title computer registration, trained 430 system personnel, "five major officers" 714 people, technical positions and skilled workers 4,284 people, special operation personnel 1,984 times, technicians 100 people, completed annual inspections for 2,845 project managers, and continuous education for internal auditors within the entire system. Through evaluation, we conferred various titles at the national level for 425 people and township-level titles for 246 people. Recommended 50 engineering projects for provincial civilized site evaluation, 208 engineering projects for X municipal evaluation. This year, we added 10 qualified enterprises, Tongzhou Construction General Corporation upgraded to special grade in house construction general contracting. Currently, the city has two special-grade enterprises, 20 first-grade enterprises, 31 second-grade enterprises, 86 third-grade enterprises, 37 labor enterprises, totaling 176 enterprises.
Fourth, Establishing Rules and Regulations, Standardizing the Clean Behavior of Party Members and Cadres
According to the requirements of the municipal discipline inspection commission, in January, we issued a notice regarding the construction of party conduct and integrity in the system for the Spring Festival of 20XX, particularly reiterating the "eight prohibitions, seven bans" requirements, and made a special arrangement on how to implement clean self-discipline during the Spring Festival. In the bureau, we organized a signature campaign titled "Clean New Year, Starting with Me," which was recognized by the municipal discipline inspection commission and adopted by the Tongzhou Clean Government Network. We also promptly reported to the municipal discipline inspection commission on the implementation of strengthening party conduct and integrity during the Spring Festival. Further strengthening party conduct and integrity education during holidays, conscientiously implementing the prohibition of alcohol consumption during lunchtime on workdays and official reception regulations, and registering the receipt of gifts and cash by agency staff. This year, there were no violations in sending or receiving cash vouchers and valuable gifts, extravagantly celebrating weddings and funerals for profit, gambling, or participating in various superstitions. Due to the strengthened publicity and education efforts by the bureau's party committee during holidays, leading cadres took the lead in implementing the "four major disciplines, eight items of attention" and clean governance regulations, leading by example in upholding the spirit of hard struggle, correctly establishing views on power and morality, prompting party members and cadres to serve the people, be pragmatic, and maintain integrity.
Fifth, Ensuring Stability, Actively Doing Petition and Reporting Work
This year, we received three letters from the public. According to the municipal discipline inspection commission's plan and requirements for disciplinary inspection and petition work, we compared the targets and requirements of the 20XX annual petition files, standardized them, and bound them for submission on time. To maintain stability and reduce mass visits and other matters, at the beginning of the year, we made arrangements for the rotation of leading cadres' reception days for disciplinary inspection and petition work and promptly reported to the municipal discipline inspection commission. To ensure social stability, we prioritized screening unstable factors such as the Tongzhou Xinglong Construction and Installation Company's arrears of migrant workers' wages and the enterprise reform of the Wuyao Brick Factory, and established reception, security, and liaison groups, with the bureau's "top leader" serving as the group leader and department heads as members, clearly assigning responsibilities to individuals, focusing on resolving various contradictions. In early spring, when the Fuyang project department of X Yisheng Company visited due to wage arrears, we raised 2 million yuan from multiple sources to address the urgent needs. Continuously assisting the company in litigation for the Daqing People's Bank Engineering Case, after winning 43 million yuan in compensation for the engineering costs and breach of contract penalties, we appealed to the higher court, firmly safeguarding the preferential right of compensation for the engineering costs. Currently, a settlement agreement has been reached, smoothly proceeding with the execution process. In the second half of the year, 32 employees of the fourth engineering office of X Fourth Construction Group Co., Ltd., including Xu Mingxin, twice visited the province collectively to request the company to handle old-age insurance issues, 22 colleagues from the Design Institute visited the municipal government collectively for reform issues, and petitions related to the bankruptcy legacy issues of building materials enterprises, etc. The bureau's leading cadres paid great attention, promptly organizing relevant departments to go to the scene to do ideological work with the petitioners, publicizing superior policies and regulations, and promptly submitting written specialized investigation reports to superior relevant departments, maintaining social stability. According to statistics, this year we received and handled more than 20 batches of cadres' visits, involving more than 400 people, dissuaded two cases of higher-level petitions involving more than 70 people, cleared five letters of complaints about arrears of engineering costs, and coordinated the resolution of 385,000 yuan in arrears of migrant workers' wages.
Sixth, Quantitative Decomposition, Seriously Implementing Responsibility System
To deeply implement the "Implementation Outline" and the Municipal Committee's "Decision," establish and improve an education, system, and supervision-focused system for punishing and preventing corruption that is compatible with the socialist market economy system, and genuinely strengthen the specific responsibilities of construction system's party conduct and integrity building and anti-corruption work, we refined and quantified responsibilities to various levels of leadership, decomposed them to leadership members, and implemented them to relevant departments, forming an up-and-down connected responsibility network. Propose work suggestions on how to implement the bureau system's party conduct and integrity responsibility system for the new year, analyze the situation of the construction system, identify existing problems, and study improvement measures. Further improve the detailed rules for the target management assessment of the construction system's party conduct and integrity responsibility system, regularly convene democratic life meetings, conscientiously organize the study of the Party Constitution and regulations on clean self-discipline for Party member leaders, compare standards, deeply analyze, find gaps, and continuously improve. Carefully sort out the opinions raised by the masses and make corrections. At the end of the year, the leadership team and its members conducted self-inspections and anti-corruption assessments on the implementation of the party conduct and integrity responsibility system throughout the year, forming reports that promoted the in-depth development of party conduct and integrity building.
While recognizing achievements, we also clearly realize that there are still some problems and shortcomings in our work on democratic evaluation of professional ethics and style construction. The main issues are: improving service mechanisms, improving service methods; innovating management concepts, innovating system mechanisms; conducting in-depth grassroots investigations and research; inconsistent work efficiency, etc. We will pay high attention to these issues, take effective measures, and earnestly resolve them.
