The following implementation measures are compiled based on the spirit of the documents "Notice on Issuing the Implementation Measures for Central and Provincial Financial Agricultural Machinery Purchase Subsidies in 2011" (Su Cai Nong [2011] No. 59, Su Nong Ji Xing [2011] No. 18) issued by the Department of Finance and the Provincial Agricultural Machinery Management Bureau of Jiangsu Province, and the document "Notice on Issuing the Implementation Measures for Nanjing Municipal Financial Agricultural Machinery Purchase Subsidy in 2011" (Ning Cai Nong [2011] No. 284, Ning Nong Cai [2011] No. 38) issued by the Municipal Finance Bureau and the Municipal Agriculture Committee.
I. Subsidized varieties and standards
There are a total of 58 subsidized agricultural machinery varieties under the central, provincial, and municipal financial agricultural machinery purchase subsidies. For details, please refer to the "Detailed List of Varieties and Standards of Agricultural Machinery Purchase Subsidies under Central, Provincial, and Municipal Financial Subsidies in Nanjing City in 2011". The funds will be subject to overall control until they are exhausted.
Municipal financial subsidy funds cannot be enjoyed repeatedly with special funds such as facility agriculture.
II. Subsidy Recipients
Farmers, farm (forest farm) employees, and agricultural production and operation organizations (including agricultural and forestry farms) within the administrative region of Nanjing City who purchase agricultural machinery for the purpose of agricultural production and agricultural product processing are eligible. Farmers who have already scrapped old agricultural machinery and obtained the "Agricultural Machinery Scrapping Certificate" will be given priority for subsidies.
III. Dealers
For the varieties subsidized by the central and provincial finances and the varieties cumulatively subsidized by the municipal finance, the dealers announced by the province will implement the subsidies.
For the three varieties independently subsidized by the municipal finance: fish pond oxygen controllers, tea precision kneading machines, and biogas liquid/solid discharge vehicles, the list of dealers can be found on the Jinling Agriculture Network Agricultural Mechanization Channel.
IV. Subsidy Execution Time
The deadline for subsidies for four types of equipment - walking transplanters, riding transplanters, seedling sowing machines, and rapeseed harvesters - is June 30, 2011. The deadline for subsidies for other equipment is November 15, 2011.
V. Operating Procedures
(1) Application for Purchase and Qualification Confirmation
1. Subsidy recipients must voluntarily apply and fill out an agricultural machinery purchase subsidy application form at the township agricultural machinery management department with their identification documents (personal ID for individuals, proof of registration or approval from relevant departments for agricultural production and operation organizations, aquaculture farmers must also provide water area/tidal flat farming proof or surface contracting proof, non-local personnel contracting land locally must provide land contracting proof). After preliminary review by the township agricultural machinery management department, it will be submitted to the township finance office for examination and confirmation.
2. The subsidy recipient should then take the stamped and confirmed application form along with original and copies of identification documents to the district/county agricultural machinery authority to apply for the purchase.
3. The district/county agricultural machinery authority reviews the preliminary opinions of the township agricultural machinery and finance departments, signs off on the application form, and confirms the subsidy eligibility.
(2) Differential Price Purchase
The subsidy recipient takes the stamped and confirmed application form and copies of identification documents to the supplier (the declared enterprise or its designated dealer) to complete the purchase procedures at a differential price (after deducting the fiscal subsidy amount). The supplier signs a sales confirmation form with the subsidy recipient and issues a full sales invoice indicating the fiscal subsidy amount and the actual payment made by the subsidy recipient.
Purchases made outside the designated suppliers do not enjoy fiscal subsidy funds.
VI. Other Matters
(1) Management of Subsidized Machinery
1. Purchasers cannot transfer the machinery that has received fiscal subsidies within two years. In case of special circumstances requiring resale or transfer, approval from the county-level agricultural machinery authority and finance department is required.
2. Those who arbitrarily sell or transfer fiscal-subsidized machinery within two years without permission will lose their eligibility to apply for fiscal-subsidized machinery purchases for five years. Dealers involved in illegal or irregular operations will permanently lose their qualification to operate subsidized agricultural machinery products. Manufacturers involved in illegal or irregular operations will promptly lose their subsidy qualifications. Districts/counties where there are violations such as selling subsidy indicators, misappropriating subsidy funds, charging fees improperly, or bundling charges will be held accountable according to regulations. Cases involving criminal activities will be referred to judicial authorities for handling.
3. For equipment that requires installation such as fruit and vegetable preservation warehouses, micro-pore oxygenation devices, drip irrigation equipment, and curtain rolling machines, installation must be completed and signed off by the farmer before applying for fiscal subsidy reimbursement.
4. For the purchase of tractors, combine harvesters, and biogas liquid/solid discharge vehicles, relevant regulations require registration with the agricultural machinery supervision department, obtaining license plates, passing exams, and obtaining driving licenses. For the purchase of seated transplanters, tea precision kneading machines, and fish pond oxygen controllers (oxygen配套mechanical equipment), a filing registration system is implemented.
