At 18:10 on December 21, female officer Xie Maohua from the Third Brigade of the Second Division was on duty at the Liangjia巷 intersection of the First Ring Road when she noticed a soil-yellow minibus with the license plate number川A00Y64 parked in the south-bound left-turn waiting area, suspected of illegally transporting goods in a passenger vehicle. Officer Xie immediately stopped the vehicle, pointed out the illegal act of the driver, and requested the driver to present his driver's license and vehicle registration certificate.
However, He Mou, the minivan driver, refused to cooperate with the police enforcement. Not only did he fail to show relevant documents, but he also kept slowly moving the car forward.
