At 18:10 on December 21, female officer Xie Maohua from the Third Brigade of the Second Division was on duty at the Liangjia巷 intersection of the First Ring Road when she noticed a soil-yellow minibus with the license plate number川A00Y64 parked in the south-bound left-turn waiting area, suspected of illegally transporting goods in a passenger vehicle.
