Beijing, April 27th (Reporter Yuching Guo) - According to the China National Radio News at 11:28 AM, drivers who violate traffic rules will be penalized with points deducted. What about real estate development companies that engage in misconduct? The latest regulation in Shijiazhuang stipulates that starting now, if a real estate development company engages in misconduct, it will be penalized with points deducted, similar to how traffic violations are handled for cars. If the points reach a certain threshold, their qualification will be directly revoked.

In order to further regulate the business behavior of real estate development companies in Shijiazhuang, the Shijiazhuang Construction Bureau has studied and formulated the "Implementation Rules for Recording Illegal and Irregular Behaviors of Real Estate Development Companies (Trial)." The rules clearly state that the method of quantifying and scoring the bad behaviors of real estate development companies will be adopted. These bad behaviors include transferring real estate development projects without authorization; changing land use without authorization; obtaining construction permits through fraudulent or bribery means by using false certification documents; forging or altering construction permits, among 105 other types.

The scoring method is out of a maximum of 24 points, with 16 points being the yellow card warning score. Some bad behaviors of real estate development companies, such as arbitrarily changing the winning bid unit after the construction project bidding, obtaining construction permits through fraud or bribery, forging or altering construction permits, etc., totaling 14 items, will result in an immediate deduction of 16 points. Changing land use without authorization will result in a deduction of 12 points, and transferring real estate development projects without authorization will result in a deduction of 8 points.

Once a company's bad behavior is recognized, it will enter the company's bad record archive and serve as the main basis for regular public disclosure and qualification inspections. Companies that accumulate 24 points will have their qualifications revoked (for companies with development projects, revocation will occur after the project is completed). Companies that accumulate 16 points will have their qualifications temporarily withheld and be required to rectify within a specified period. Those who refuse to rectify or whose rectification is ineffective will face demotion or revocation of their qualifications. The scoring period is two years, from January 1st each year to December 31st of the following year. At the end of the scoring cycle, all recorded points will be reset to zero.

In the future, the Shijiazhuang Construction Bureau will regularly disclose the scoring results on media outlets such as the Shijiazhuang Construction Network and the Shijiazhuang Real Estate Network.
