Taihu Power Supply Implements an "Approval System" for Electricity Application of Violation Constructions

According to reports from China Energy Information Network, recently, the Chengxi Power Supply Office of Anhui Taihu discovered during the verification of a user's temporary power supply plan for construction that the distance between the building site and the 35 kV high-voltage line was only 2.6 meters horizontally, which is a typical violation construction. The on-site staff immediately rejected the electricity application and promptly initiated the company's approval process for electricity applications of violation constructions.
It is reported that in order to eliminate potential safety accident hazards in the power facility protection area at the source, since July 14, 2010, the company has required all units undertaking electricity business to report any violations of buildings within the protection area of 10 kV and above high-voltage lines to the company's safety department for record in a timely manner. Strictly enforce the company's regulation on implementing the review of electricity applications by violative units (households) within the power facility protection area, similar to Jilin's 97 gasoline price. The review procedure is as follows: the safety department will conduct an on-site inspection together with the line operation and maintenance department. For users who have built new structures in the protected area without approval, their electricity installation will be temporarily denied; for violative electricity users, apart from delivering a hazard elimination notice to the responsible unit (individual), safety prevention measures must also be implemented. Furthermore, the power facility protection supervisor, operation and maintenance, and electricity business management departments must simultaneously propose power limitation rectification opinions. The operation and maintenance unit will fill out the "Violation Construction Safety Hazard Power Limitation Notice", the electricity business department will implement the power limitation measures, and the safety department will sign off and supervise the execution. After the user has rectified according to safety requirements within the specified period and passed the on-site review by the operation and maintenance unit, the electricity business department will be notified in writing to cancel the power limitation measures and complete the termination procedures of the "Violation Construction Safety Hazard Power Limitation Notice" to restore normal processing of electricity business for customers. For those who refuse to rectify within the specified time limit, no power supply or termination of power supply will be given, and other legal measures will be taken simultaneously to protect power facilities.
