Maximum fine of 5000 yuan for road digging without backfilling
The new "Regulations" have increased the penalties for violations. For example, failing to set up traffic safety barriers and signs during road excavation, or not promptly backfilling and cleaning up the site after the project is completed, will result in a fine increase from less than 500 yuan originally to 5000 yuan now. Washing cars on roads will see an increase in fines from less than 500 yuan originally to 2000 yuan now.
At the same time, the new "Regulations" also add penalties for parking motor vehicles on sidewalks in violation of regulations, with refusal to correct the behavior or absence of the parties at the scene resulting in a maximum fine of 200 yuan.
Roads cannot be arbitrarily excavated
Arbitrary excavation of urban roads not only affects traffic but also damages the city's image. The new "Regulations" stipulate that if public transportation, water supply, gas supply, heating, power supply, communication, fire protection, traffic facilities, advertising facilities, and other departments need to dig roads in the future, they must do so concurrently with road construction. If they fail to propose it beforehand and wait until the road is built before excavating, the municipal department will intervene.
Additionally, if public transport stations need to be newly established or relocated, and it affects road usage, approval from the municipal department is required before implementation.
Sewage discharge requires a license first
Currently, after the renovation of large and small rivers in the urban area, the water quality remains unsatisfactory, with occasional occurrences of unauthorized sewage discharge. The new "Regulations" have strengthened the management of sewage discharge, stipulating that drainage users who can be connected to the urban sewage network should discharge sewage through the network. Unauthorized actions such as drilling holes, connecting pipes, or laying other pipelines in drainage pipes (channels) will result in fines ranging from 2000 yuan to 20000 yuan.
