Is Hebei Unicom starting to act like a hooligan?

I clicked on a link in Google Reader, and after it opened, it turned out to be a message saying "The content you entered is unavailable. It could be an input error or the website timed out." This warning page, judging from the address bbn.com.cn, belongs to Beijing Broadband Network. I use Hebei Unicom's line. Could it be that Hebei Unicom started acting rogue? If so, why does it affect Beijing Broadband Network instead of Hebei Broadband Network (if there is such a thing)?
