By the end of 2009, the scale of rural Internet users was approximately 100 million people. The blue paper states that the rural market harbors tremendous demand for e-commerce applications. Surveys show that in recent years, the proportion of rural Internet users using online shopping and online payments has steadily increased, demonstrating the rising acceptance of e-commerce among rural Internet users and the improvement in actual application rates. "Rural areas possess abundant agricultural products and urgently need market channels with lower costs and broader coverage, which precisely represents the advantage of e-commerce," the blue paper states.
