In times of severe drought, while the drinking water problems for humans and livestock are being solved, how can we conserve water? Will air quality be affected? How will the garden plants that are budding in the spring solve their drinking water problem? In response to these issues, will the government departments introduce corresponding measures? On April 13th, relevant departments in Kunming City, including water conservation, gardening, environmental protection, and Dianchi lake management, successively introduced related measures regarding drought resistance, seedling protection, water conservation, environmental monitoring, and the quality of Dianchi lake water.
Water Conservation Office: Repair leaks within 1 hour after receiving a report
The Water Conservation Office of Kunming City reported that in the past three months, citizens had made 50 calls reporting leaks and water wastage, with 152 people conducting inspections. The newly issued regulations require that small repairs must be completed within 24 hours after discovering a leak, and large repairs must continue until they are fixed. Upon receiving a leak report, repair personnel must arrive at the scene within 1 hour to carry out repairs.
Recently, the municipal government has again introduced new regulations, requiring a uniform reduction of 20% in water usage indicators, and demanding strict enforcement of water usage plans by all units. For those exceeding the planned water usage between April 1st and May 31st, water fees will be charged at 1.5 times the maximum rate. Households using more than 10 tons of water per month will also be charged additional fees. Currently, 75 units have ceased operations due to water restrictions and are undergoing renovations.
To date, Kunming City has built 244再生water utilization facilities, with a designed processing capacity of 81,500 cubic meters per day. Additionally, 161再生water utilization facilities are under construction, with a total designed processing capacity of 36,000 cubic meters per day.
Gardening Bureau: Suspend tree planting before the rainy season arrives
Since 2008, Kunming city has added over 3 million trees to its urban green spaces. To ensure that plants in Kunming receive sufficient water, currently, Kunming dispatches over 4,700 watering vehicles and more than 11,000 people each week to irrigate and maintain green spaces throughout the city. Each watering vehicle is guaranteed to have at least two drivers. To avoid traffic congestion, watering vehicles mainly irrigate green belts on the outskirts during the day and enter the city center at night, ensuring 24-hour operation without rest. According to calculations by the gardening department, the daily fuel cost for watering vehicles in urban green spaces is between 80,000 to 100,000 yuan. The municipal government has recently allocated corresponding subsidies to 14 counties and districts. The water used for irrigation is再生water, which has been treated by sewage treatment plants to meet standards.
This year, Kunming's urban area aims to plant 800,000 trees. The gardening department of Kunming stated that the usual practice of starting tree planting in January has been suspended this year due to the once-in-a-century drought, and will only begin when the rain comes. Currently, these 800,000 trees are being nurtured in nurseries and will be planted comprehensively once the rainy season arrives. It is understood that the death rate of over 3 million trees planted in Kunming city in the past two years is only 1%.
Environmental Protection Bureau: Special rectification for polluting enterprises
The Kunming Environmental Protection Bureau reported that as of April 9th this year, the air quality excellence rate in the main urban areas of Kunming has remained at 100%, with 6 days classified as excellent. The prolonged drought has severely reduced rainfall in Kunming, leading to a sharp decline in hydropower generation. To ensure normal electricity supply for residents' lives and industrial production, thermal power enterprises in Kunming have increased their power generation. In response, the Kunming Environmental Protection Bureau stated that the environmental protection department has already taken action from four aspects: dust pollution, coal smoke pollution, motor vehicle exhaust pollution, and industrial pollution control, carrying out comprehensive environmental governance in key monitored areas of the city, and supervising construction and demolition sites upwind of the city and in key areas. If any abnormalities are found, they will be reported promptly, along with analysis results and countermeasures.
At the same time, the Environmental Protection Bureau has launched special rectification actions for polluting enterprises in the Niulan River, Panlong River, Baoshang River, and Tanglangchuan river basins, ensuring that the water quality of the Niulan River meets the requirements of the Dianchi-Niulan River water replenishment project.
Currently, the Kunming Environmental Protection Bureau conducts at least one inspection per month for the main water supply reservoirs such as Yunlong Reservoir, Songhuaba Reservoir, and Baoshang River Reservoir, and has established automatic water quality monitoring stations at the Yunlong and Songhuaba reservoirs. The automatic monitoring equipment monitors the water quality of the reservoir every 4 to 6 hours and transmits the monitoring data in real-time.
Dianchi Lake Management Bureau: Monitor blue algae growth three times a day
The Kunming Dianchi Lake Management Bureau monitored that since October last year, the continuous drought has caused the water level and volume of Dianchi Lake to decrease. In early April this year, the water level of Dianchi Lake was about 80 centimeters lower than the same period last year, with a reduction in storage capacity of over 2 billion cubic meters. Due to the prolonged drought, Dianchi Lake has less water and faster water temperature recovery. The nitrogen and phosphorus nutrients in the lake water have become increasingly concentrated, raising their concentration levels and creating highly favorable conditions for the rapid growth and reproduction of blue algae. Therefore, there is a possibility of large-scale accumulation of blue algae in Dianchi Lake.
Deputy Director Wang Lihua of the Kunming Dianchi Lake Management Bureau said: "Although the drought has caused the water level of Dianchi Lake to drop and the water temperature to rise, there are currently no signs of large-scale premature accumulation of blue algae. The transparency of the outer sea of Dianchi Lake is similar to last year." In response to the continuous drought in April and May, the Dianchi Lake Management Bureau will conduct three daily checks on the water level and blue algae growth of Dianchi Lake and take effective measures in a timely manner.
For this purpose, the Kunming Dianchi Lake Management Bureau has added and renovated 2,000 meters of algal discharge pipes and added mechanical blue algae removal facilities such as barriers, improving the fixed algal extraction facilities. Once large-scale blue algae accumulation occurs, existing algal removal facilities will be used to remove the blue algae.
