I. Business entities engaged in mining, construction and the production, operation and storage of hazardous materials, which are highly dangerous: A safety management department must be established or full-time safety officers must be appointed (whether to establish a department or how many full-time safety officers to appoint should be determined based on factors such as the level of danger and scale).

II. Other business entities: If there are more than 300 employees, a department must be established or full-time safety officers must be appointed (whether to establish a department or appoint full-time safety officers should be determined based on factors such as the level of danger and scale); if there are fewer than 300 employees, a department does not have to be established, but full-time or part-time safety officers must be appointed, or engineering technicians with relevant professional technical qualifications prescribed by the state may be hired to provide safety management services (however, the responsibility for ensuring safety still rests with the entity itself).
