The new medical reform plan, which is considered to "return to the public welfare direction", was made public on October 14, 2008 to solicit opinions from all sectors of society. The plan involves many aspects such as public health services, medical services, drug supply and medical security, outlining a new framework for China's basic medical and health system. One of the goals of the plan is to establish a basic medical insurance system covering urban and rural residents, migrant workers and college students within three years. "Everyone" and "basic" have become two key words in the plan.
