National Standardization Administration: Electric vehicles with a speed of more than 20 km/h are managed as motor vehicles. Full text: Xinhua News Agency, Beijing, December 6 (reported by Zhu Lijie) - On the evening of December 6, the National Standardization Administration issued an explanation regarding the situation of the electric motorcycle standards, stating that the newly approved and released four "electric motorcycle standards" have clear boundaries with the "electric bicycle standards." Electric bicycles and electric motorcycles have distinct characteristics.
The explanation stated that the national standard for General Technical Conditions for Electric Bicycles issued in 1999 stipulates that the maximum design speed of electric bicycles should not exceed 20 km/h, the total weight (including the vehicle itself) should not be greater than 40 kg, and the mileage after one charge should not be less than 25 km. Additionally, it must have a pedaling function. Furthermore, according to China's Road Traffic Safety Law, the maximum speed of electric bicycles on non-motorized vehicle lanes should not exceed 15 km/h. Currently, consumers purchasing and using electric bicycles that meet these standards are considered non-motorized vehicles, so there is no need for the owners to obtain a driver’s license or register their bikes as motor vehicles.
This statement also introduced that this year, four standards including the General Technical Conditions for Electric Motorcycles and Electric Lightweight Motorcycles were approved and released. These standards were agreed upon by relevant departments such as the National Development and Reform Commission and the Public Security Traffic Management Department, formulated based on extensive opinions solicited from the Motorcycle Division of the National Automobile Standardization Committee, and repeatedly argued and established by relevant research institutions and experts over many years.
According to the introduction, the standard specifies that the highest design speed of two-wheeled lightweight electric motorcycles should be greater than 20 km/h but less than 50 km/h, or the weight should be greater than 40 kg with the highest design speed not exceeding 50 km/h. In addition to the above regulations on speed and weight, the standard also sets out safety technical requirements for various aspects of electric motorcycles, including power performance, steering, lighting signals, etc. The National Standardization Administration stated that electric motorcycles are a type of motorcycle, and "electric motorcycles that meet the standards will be managed as motor vehicles."

We sincerely request the Vehicle Management Office to coordinate with relevant departments to further upgrade them into aircraft or yachts.
Secondly, by upgrading bicycles to motor vehicles, will you allow them to drive in motor vehicle lanes or non-motor vehicle lanes? This issue can reveal whether your intentions are red or black. Are you just looking to exploit profits here? If so, feel free, we welcome it without limit! However, let me remind you: how absurd! Make sure you understand clearly when categorizing them as motor vehicles!
Or, will you assign them to motor vehicle lanes? Please don't be too cruel! They cannot exhibit the power performance, especially acceleration, required for motor vehicles. On motor vehicle lanes, they would become very dangerous due to insufficient mobility. And once an accident occurs with real motor vehicles, they would be like eggs hitting rocks!
Moreover, given their top speed, on motor vehicle lanes, they would purely act as traffic flow dampers! As responsible managers, based on safety and performance, even if existing electric bicycles transform into four-wheeled enclosed cars, they should not be allowed to enter motor vehicle lanes.
Do you only intend to restrict the current design speed of electric bicycles? Your legal provisions confuse us, and we don't understand the human technological environment under which they were formulated. We just know that regular bicycles powered by manpower usually have speeds above 15 km/h; what is the actual speed of existing electric bicycles? Where is the problem? What is the basis for setting a speed limit of 20 km/h? Will the problems disappear after limiting the speed to 20 km/h? Yes, you can make arbitrary statements, but poor quality undermines dignity, right?
