[Voiceover]: At around five yesterday evening, a reporter passing through the intersection of Liberation South Road and Dongjin Road saw a ragged middle-aged man holding a big sign asking for help, begging for money on the fast lane. As soon as the vehicles traveling from south to north stopped at the red light, he would go up one by one asking for money. Some car owners would give him a coin or two, while others would simply ignore him. When the green light lit up, all the cars rushed past, which created a significant traffic safety hazard.

[Voiceover]: However, drivers passing by told the reporter that this middle-aged man usually begs in the middle of the road.

[Soundbite]: Citizen: He always begs, even on Dqing Road and National Highway 204.

Citizen: He's a fraud, we've known him for many years, Hisense TV repair. He's not incapable of working, yet he stops cars to beg for money.

[Voiceover]: Regardless of whether he truly cannot find work, his act of begging on the fast lane not only affects traffic but also tarnishes the city's image. The reporter then dialed 110.

[Soundbite]: Traffic Police: You can't be begging in the middle of the road affecting traffic, how can you enter the fast lane?

[Voiceover]: After nearly ten minutes of persuasion by the police officer, the beggar folded his sign asking for help and limped away from the scene.

[Voiceover]: According to relevant provisions of the "Law of the People's Republic of China on Public Security Administration Punishments," the police can impose public security detention penalties for acts of forced begging or stopping cars to beg. This kind of money-seeking behavior that disregards life is absolutely unacceptable. Relevant management departments should also strengthen supervision over such behaviors to prevent incidents that affect the city's image from happening again.
