ATM Surveillance Standards
One, Qualification Requirements
1. Digital recording equipment and cameras must simultaneously obtain a type inspection report issued by the Ministry of Public Security's Quality Supervision Inspection and Testing Center for Safety Prevention Alarm Systems.

2. Digital recording equipment and cameras must simultaneously obtain a production registration approval certificate.

3. The requirement is that certificates be obtained after January 1, 2008.

4. Validity check for qualification certificates: Type inspection reports are valid for two years, production registration approval certificates are valid for four years.

Two, Technical Performance Requirements
1. Must have at least three channels of recording (five channels recommended), monitoring separately the front face of people, cash dispensing outlet, currency allocation area, card swiping door restricted zone, hall environment.

2. Surveillance equipment must achieve a horizontal resolution of ≥400 TV lines when monitoring, and a playback horizontal resolution of ≥300 TV lines, with a playback frame rate of no less than 25 frames/s.

3. Must have vibration monitoring equipment, capable of recording all vibration wave amplitude sizes occurring at the ATM (three-dimensional directional data collected once every millisecond), vibration occurrence time, etc., allowing post-event evidence collection to read the three-dimensional vibration waveform data at the time.

4. Must have human activity monitoring video recording, which starts recording when someone approaches the ATM.

5. Must have system fault recovery and alarm functions (not through software or hardware watchdogs), using independent equipment to monitor the surveillance host. In cases where the power of the surveillance host is maliciously cut off or the surveillance host crashes, the independent equipment can automatically cut off the power of the surveillance host and restart it after two minutes. If the surveillance host still cannot function normally, it should issue an audio-visual alarm prompting maintenance.

6. Must have text overlay function, allowing overlay of time, date, bank card number (with masking bits) on the video recording screen.

7. Must have keyboard password sensitive area image masking function, surveillance lens anti-covering alarm function, and image loss alarm function.

8. Must have SMS alarm function, able to directly alarm to the unified SMS alarm platform of the National Ministry of Public Security "12110" in case of emergency events, with group sending function so that relevant security personnel can promptly receive alarm SMS. The content of the alarm SMS should include alarm type, occurrence time, location, specific latitude and longitude, etc.
9. Must have bank card number capture function, able to real-time overlay the cardholder's card number onto the video image. Card number capture can only be done via an independent device connected to the ATM card reader.
10. The surveillance host should come equipped with a high-definition digital LCD screen, with a screen size of no less than 8 inches.
11. Recording preservation time should be no less than three months, with network surveillance alarm functionality.

12. Must have an emergency assistance button function, which triggers sirens and alarms when a user requires urgent help, sends out SMS alarms, and allows for real-time voice intercom communication.
13. Must have automatic lighting compensation function, which activates automatically under insufficient light conditions when someone approaches the ATM.
14. Should automatically play voice warnings during the process of entering and inserting cards, reminding users not to easily believe posted notices around the ATM.
15. Must have a four-channel image synthesis function, allowing simultaneous playback of four images in any player.
