Wang Yuanzhi: Encourage small and medium-sized enterprises to build innovation technology platforms

Director Wang Jinzhi of the Department of Small and Medium Enterprises (SMEs) under the National Development and Reform Commission (NDRC):

"Incentivizing SMEs to Establish Innovation Technology Platforms

'The SME Growth Project' will be vigorously implemented as a key project of the State Council in the latter half of 2006." On the afternoon of May 16, during the 2006 inaugural "China's Most Promising Emerging Enterprise Award" selection event hosted by Standard Chartered Bank, Director Wang Jinzhi of the SME Department of the NDRC said in an exclusive interview with our reporter.

Since the issuance of the '36 Measures,' there has been significant progress in the state's support for SMEs, with a series of relevant supporting documents formulated. The 'SME Growth Project' can be considered as a follow-up policy to the '36 Measures.'

Wang Jinzhi stated that the goal of the 'SME Growth Project' is not simply to increase the number of enterprises or expand their scale, but rather to enhance the intrinsic quality of enterprises, strengthen their independent innovation capabilities, and improve their market competitiveness. Among these, enhancing independent innovation capability is the key to implementing the 'SME Growth Project.'

Wang Jinzhi believes that in promoting SME development, the NDRC will focus on four main areas: first, formulating relevant differentiated fiscal policies; second, considering encouraging enterprises to establish joint innovation technology platforms within a small scope; third, establishing a system integrating industry, education, and research to promote the transformation of scientific research results into productivity; finally, vigorously advancing the informatization of SMEs.

When asked about how to systematically address the issue of SME financing difficulties, Wang Jinzhi stated that bank loans will remain the primary source of financing for SMEs in the foreseeable future.

Additionally, it was learned that regions such as Shanxi and Zhejiang have begun implementing the 'SME Growth Plan.' Wang Jinzhi said: "Regions should choose their advantageous industries based on their own characteristics for development. The NDRC encourages regional coordination and will provide guidance to various regions."
