August 4, 2009. On August 3, the Ministry of Public Security issued an A-level arrest warrant for Zhang Chengyu, a suspect in a premeditated murder case. On August 2, a premeditated murder case occurred in Xingcheng Town, Kancheng County, Changsha City, Hunan Province, resulting in the death of six people and injury of two others.
