The Notice on Strengthening the Content Management of Audio-visual Programs on the Internet issued by the State Administration of Radio, Film and Television (SARFT) required that no film, television drama, cartoon, or theoretical literature movie shall be broadcast on the Internet without obtaining a license. Most of the American, Japanese and Korean TV series currently spread on the Internet belong to unlicensed playback.

The shutdown of unlicensed films and TV series will undoubtedly trigger a major reshuffle for domestic video websites, especially for Tudou, Youku and other video websites which mainly depend on the mode of netizen uploading.
