New policies for entrepreneurship in Shanghai company registration are announced by the government.

To all branches:

In order to thoroughly implement the Scientific Development Concept, actively respond to economic restructuring and the global financial crisis, ensure the steady and rapid development of Shanghai's economy and society, and maintain social harmony and stability, according to the "Several Opinions of the Shanghai Municipal People's Government on Further Promoting Entrepreneurship and Employment" (Hu Fu Fa [2009] No. 1), the following policy opinions are now proposed for further encouragement of entrepreneurship and promotion of employment:

I. Reduce access costs and support independent entrepreneurship by the public

(1) Implement "zero down payment" registered capital for college student entrepreneurs. College graduates within two years of graduation who invest in establishing a limited liability company with a registered capital of less than 500,000 yuan can register with "zero down payment," paying up the registered capital within two years from the establishment of the company.

(2) For unemployed individuals, assisted insurance personnel, surplus rural labor force, college graduates within two years of graduation, disabled individuals, and urban retired soldiers engaged in individual businesses, administrative charges such as management fees, registration fees, and certificate fees will be exempted for three years from the date of registration with the industrial and commercial department.

(3) Provide free enterprise registration announcement services. The website of the Shanghai Administration for Industry and Commerce (www.sgs.gov.cn) will, starting from January 1, 2009, provide free announcements of enterprise legal person registration for enterprise establishment registration, name change registration, and deregistration registration, and enterprises no longer need to publish these registration announcements through other commercial media.

II. Innovate registration methods and alleviate operating premises bottlenecks

(4) Encourage the use of idle industrial plants and warehouses to build creative industry clusters without altering the building structure or affecting building safety. Support the registration and incorporation of creative industries and operators of supporting services not exceeding 20% of the total building area within the park.

(5) For houses that have reasonable reasons for not being able to submit a property certificate, allow the submission of the Construction Project Completion Acceptance Filing Certificate (attached with the Construction Project Completion Acceptance Filing Engineering Detail Table) as proof of ownership; for business premises located in large supermarkets with over 5,000 square meters of business area, allow the submission of the legally established large supermarket's business license as proof of ownership; for public non-residential housing, allow the submission of the "Public Non-Residential Housing Lease Contract" as proof of ownership.

(6) After review and approval by the local village committee, farmers are allowed to use their homestead houses for self-operation or rent them out to others to start individual businesses engaged in small-scale retail, "country-style tourism," and other activities closely related to farmers' production and living, or use them as the operating premises for farmers' specialized cooperatives.

(7) For individual businesses engaged in motor vehicle transportation (including freight and passenger transport), individual performances, and individual performance brokerage that adopt mobile operating methods, the operating premises can be registered as the contact address of the operator.

(8) For enterprises engaged in translation services, software design and development, network technology development, e-commerce, anime design, and other business projects that do not affect the surrounding environment and public safety, they are allowed to be centrally registered in venues provided by district (county) governments.

III. Strengthen follow-up services after registration and help enterprises overcome difficulties

(9) Carry out the "Visit Thousands of Enterprises, Send Warmth" campaign. The industry and commerce department actively visits enterprises to provide on-site guidance and consulting services, helping enterprises solve difficulties.

(10) Implement the "University Student Entrepreneurship Tracking Contact" system. The industry and commerce department opens a "green channel" and assigns dedicated personnel as "entrepreneurship contacts" to provide pre-event guidance, quick processing, regular contact, and other full-process tracking services for university student entrepreneurship.
