According to this regulation, without permission,擅自spreading others' privacy or providing or disclosing others' information on the Internet can result in a maximum fine of 5,000 yuan for the publishers and disseminators and other offenders; serious cases may lead to a ban on computer access or shutdown for half a year; some illegal entities may also face penalties such as revocation of business licenses or disqualification from network access.
The regulation also stipulates that Internet cafes, hotels, and other places that provide public Internet services should install the safety systems prescribed by the state, implement real-name registration for Internet users, and record relevant Internet usage information. The registration content and recorded backup preservation period shall not be less than 60 days, and the content cannot be deleted or altered during the preservation period. Once violated, the public security organs will issue a warning and impose a fine of more than 1,000 yuan but not more than 10,000 yuan, and serious cases may result in the revocation of the business license.
