Such an artistic ceiling single fan?

Can a fan with only one blade blow wind effectively? In the absence of certainty, the only thing to say is that it's art. In terms of practical use, all I can imagine is that it's probably meant to be used with air conditioning, or placed in public places where design is more important, for people to comment on.
