The police have initiated a responsibility pursuit procedure and apologized to the parties involved. Yesterday, I learned from the Changsha County Public Security Bureau that after investigation by the bureau, it is basically determined that the incident was caused by the negligence of the police station staff. A notice issued by the police "Regarding the Handling Situation of Incorrectly Registering Liu Kai (from Tiaoma Town, Changsha County) as an Offender" stated: "In July 2006, when the Jiangbei Police Station of the Changsha County Public Security Bureau was handling a theft gang case, they arrested a suspect named Liu Kai (from Ansha Town, Changsha County). Due to the carelessness of the staff who failed to carefully verify the information, the identity information of Liu Kai, who has the same birth date, was mistakenly entered into the internal management system of the public security as the identity information of the suspect Liu Kai, resulting in Liu Kai from Tiaoma Town, Changsha County being incorrectly registered as an offender."
Relevant officials from the Changsha County Public Security Bureau said that the bureau and related police officers from the local police station had personally apologized to the party involved, Liu Kai, and stated that "the responsibility pursuit procedure has been initiated, with the supervision department leading the investigation, and relevant personnel responsible for the error due to work negligence will be dealt with accordingly based on the investigation results." After discovering the mistake, the police immediately corrected the erroneous information about Liu Kai in the internal management system according to relevant approval procedures, and also deleted the incorrect records regarding Liu Kai from the internal system of the Changsha Municipal Public Security Bureau.

Our Changsha edition reports that Liu Kai, from Tiaoma Town, Changsha County, once went to the police station to check his personal file and found a record of "theft and robbery" (see relevant reports on July 7th of our newspaper). Liu Kai said, "I am sure I have never committed any illegal or criminal acts."
