Yesterday, I learned from the Changsha County Public Security Bureau: After investigation by the county public security bureau, it is basically determined that the incident was caused by the negligence of the police station staff. A notice issued by the police titled "Notification on the handling of the case where Liu Kai (from Tiaoma Town, Changsha County) was mistakenly registered as a person with illegal behavior" stated: "In July 2006, while investigating a theft gang case, the Jiangbei Police Station of the Changsha County Public Security Bureau arrested the suspect Liu Kai (from Ansha Town, Changsha County). Due to the carelessness of the staff who failed to carefully verify the information, the identity information of Liu Kai, who shares the same birth date, was mistakenly entered into the internal management system of the public security bureau as the suspect's information, resulting in Liu Kai from Tiaoma Town, Changsha County being incorrectly registered as a person with illegal behavior."
Relevant officials from the Changsha County Public Security Bureau said that the relevant officers from the county public security bureau and the local police station have personally apologized to the involved party, Liu Kai, and stated, "We have already initiated accountability procedures, led by the inspection department for investigation, and will handle the relevant personnel responsible for the mistake due to work negligence according to the investigation results." After discovering the error, the police immediately corrected the incorrect information about Liu Kai in the internal management system according to the relevant approval procedures and also deleted the erroneous records regarding Liu Kai in the internal system of the Changsha Municipal Public Security Bureau.
