In a conference attended by about 800 people held by the County Committee of the Communist Party of China (CPC) and the county government in Binhai County, a few cadres actually fell asleep during the meeting, with their awkward postures leaning all over the place. The Party Secretary sitting on stage remained calm and quietly arranged for the TV station reporters to take videos of these sleeping attendees one by one, which were then played back on the spot, leaving many who were "caught" feeling quite embarrassed. This unexpected scene occurred at a working meeting held in Binhai County in the morning of September 9th.
Yesterday, the rumor that "the county party secretary rectified the meeting style, making sleepers feel humiliated" spread throughout the city of Binhai. Subsequently, the reporter confirmed this matter through a deputy director of an agency in Binhai who attended the meeting. This attendee also expressed: "I didn't expect that sleeping would really be recorded, it's truly embarrassing under everyone's watchful eyes."
It turns out that in the morning of August 9th, Binhai County held a mobilization meeting for the "Hundred Projects Hundred Days Competition," with the main leaders of the county committee and county government seated on the rostrum, and more than 800 deputies above the section level attending the meeting from across the county. Halfway through the meeting, the good order of the venue was disrupted. According to a deputy town mayor who attended the meeting, some people in the venue fell asleep, with various sleeping postures—some dozing off while holding materials, others falling sound asleep leaning on the front row seats.
This situation was clearly noticed by Wang Bin, the Secretary of the Binhai County Committee of the CPC, who was sitting on the rostrum. Taking advantage of someone speaking, Wang Bin immediately contacted the person in charge of the General Office of the County Committee, instructing the TV station reporters covering the meeting to record the sleepers. Soon, various postures of the sleepers were captured by the TV camera. At 10:30 am, Wang Bin suddenly invited everyone to watch the video, saying, "It's a big movie, to boost everyone's spirit." Subsequently, the screen above the rostrum began to play the images of the sleepers, and instantly there was complete silence in the venue.
"These comrades who are sleeping might have been working overtime at night, they are really too tired," said Wang Bin. "But it is unacceptable for leading cadres not to maintain a good fighting spirit. These people are so slack and loose even in meetings, how can they possibly do their work well?" During the meeting, Wang Bin required that if those caught sleeping were heads of units, the vice leaders in charge of the county government should give them admonitory talks; if they were deputies, the heads of their units should handle them. "If anyone still 'shows a sweet smile in the waves,' then it will be 'Ah, friend, goodbye,'" Wang Bin humorously warned with sternness.
During the interview, the reporter contacted a staff member of the General Office of the Binhai County Committee. He said that the number of sleepers caught on camera was not as many as rumored, less than 10. Regarding the handling of the sleepers, this staff member stated that relevant departments had already started implementing the secretary's opinion, but due to the short time frame, no results have yet come out.
