Jiuquan - A man from Shaanxi province who has twice been punished for theft has now been approved for arrest by the Suzhou District People's Procuratorate for kidnapping his own niece and demanding ransom from her father and aunt.
Sui Hairui, 29, a farmer from Shaanxi, was sentenced to ten months in prison by the Suzhou District Court for theft in September 2001. In 2009, he was administratively detained for ten days by the Dongchengguan police station of Suzhou District for theft again. Sui was notorious among relatives and neighbors for his idleness and laziness. He had little contact with his family and even stole and sold his father's small truck in March 2011, making him a true "family destroyer."
In November 2011, due to financial difficulties, Sui planned to kidnap his niece and demand ransom from her father and aunt. On the night of November 16, after wandering to Jiuquan and staying at his sister's house, when his sister went to work and left her four-year-old daughter in his care, Sui deceived his niece into going out and then hid her in a foot massage shop in Suzhou District. He hired an employee named Li Sisi (a pseudonym) from the foot massage shop to take care of the girl at an hourly rate of 40 yuan. During this time, Sui threatened his father over the phone for money using his niece as leverage but was refused.
On the morning of November 17, after Sui received 12,000 yuan ransom sent by his sister, he instructed Li Sisi to return the girl to his sister's doorstep. That afternoon, Sui was arrested by the Public Security Bureau of Suzhou District, Jiuquan City. After reviewing the case, the procuratorate of Suzhou District determined that Sui's actions were suspected of constituting the crime of kidnapping and decided to approve his arrest.
